Purpose & Scope
This RFI aims to gather information from industry to refine the acquisition approach for a MATOC IDIQ. The scope encompasses large-scale disaster recovery efforts in the National Forests and Grasslands in Texas (Sam Houston, Davy Crockett, Sabine, and Angelina National Forests) following events like Spring Floods (April-July 2024) and Hurricane Beryl.
The anticipated MATOC IDIQ will have two pools:
- Pool 1 - Construction Services: Includes heavy civil, infrastructure, environmental, and natural resource construction (e.g., roads, bridges, trails, recreation facilities, habitat restoration).
- Pool 2 - Architect-Engineer (A&E) Services: Covers civil, hydraulic, geotechnical, environmental, and surveying disciplines (e.g., hydraulic & drainage analysis, engineering design, survey & boundary work).
Key Information for Responders
Interested concerns must provide a written notice of their positive intention to submit a proposal as a prime contractor no later than September 1, 2025. The notification, not exceeding five typewritten pages, must include:
- A positive statement of intent to bid as a prime contractor.
- A completed and signed Source Sought Information Request Form.
- A listing of projects completed in the past three years (government and private industry), detailing project type, dollar value, contract number, location, and Point of Contact. Indicate prime or subcontractor status.
- A brief outline of resources, subcontractors, and key personnel for the MATOC IDIQ.
