Statement of Work (SOW) / Performance Work Statement (PWS)

This document is a Sources Sought Notice for market research to determine the capability of qualified firms to support large-scale disaster recovery efforts in Texas resulting from Spring Floods (April-July 2024) and Hurricane Beryl. It does not constitute a solicitation.

The Government anticipates establishing a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with two pools:

• Pool 1 - Construction Services: Firms should demonstrate capability in heavy civil, infrastructure, environmental, and natural resource construction in forested and sensitive areas. Potential task orders include roads and bridges, trails infrastructure, recreation facilities, and habitat restoration/fuels treatment.
• Pool 2 - Architect-Engineer (A&E) Services: Firms should demonstrate qualifications in civil, hydraulic, geotechnical, environmental, and surveying disciplines. Potential task orders include hydraulic & drainage analysis, geotechnical services, engineering design, survey & boundary work, and environmental & compliance support.

Work will occur across the National Forests and Grasslands in Texas, specifically within Sam Houston, Davy Crockett, Sabine, and Angelina National Forests.

Interested firms must submit a capability statement (max 10 pages) addressing:

• Company information and SAM status
• Business size and socioeconomic status
• Relevant experience (past 5-7 years)
• Geographic experience
• Bonding capacity (Construction Pool only)

Specific requirements for Pool 1 (Construction) include experience with ERFO/disaster recovery, federal lands, heavy civil construction, and safety record. Specific requirements for Pool 2 (A&E) include specialized engineering experience, professional licenses, key personnel qualifications, Brooks Act contract experience, and capacity for concurrent assignments.

This notice is for planning purposes only and does not commit the Government to issue a solicitation or award a contract. No costs incurred in response will be reimbursed.

Request for Information (RFI) / Sources Sought

This RFI/Sources Sought notice is issued by the USDA Forest Service, Field Procurement Office, Disaster Recovery. Its purpose is to conduct market research to gather information from industry regarding potential sources for professional land surveying services for National Forests located in Texas. This information will assist in refining the acquisition approach for a Multiple Award Task Order Contract (MATOC) IDIQ. This notice is for planning purposes only and is not a solicitation, request for bid, quote, or proposal, nor does it commit the government to any specific acquisition approach or contract award.

• Intent to Propose: Interested concerns must provide a written notice of their positive intention to submit a proposal as a prime contractor no later than 1 September 2025.

• Submission Requirements: The notification must not exceed five typewritten pages and must include:

  1. A positive statement of intent to bid as a prime contractor.
  2. A completed and signed Source Sought Information Request Form.
  3. A listing of projects completed in the past three years (government and private industry), including project type, dollar value, contract number, location, and Point of Contact. Indicate prime or subcontractor status.
  4. A brief outline of resources, subcontractors, and key personnel proposed for the MATOC IDIQ.

• Submission Method: Information should be provided via email to david.l.watson@usda.gov. The subject line must read: "Sources Sought 128371-TX-MATOC-SS National Forests in Texas Construction MATOC IDIQ".

• Primary NAICS Code: 236220 - Commercial and Institutional Building Construction (Small Business Size Standard: $45.0M). This code encompasses general construction, renovation, and multi-trade building work across facilities, recreation sites, and infrastructure.

• Potential Additional NAICS Codes: 237310, 237990, 237110, 238220, 238910, 541330, 541370. Respondents are encouraged to indicate all NAICS codes under which they are qualified.

• This RFI/Sources Sought is for informational and planning purposes only.

• Responses will not be considered proposals and will not result in an award.

• All information is preliminary and subject to modification.

• The government will not pay for information received.

• Responders are responsible for all associated expenses.

• All submissions become government property and will not be returned.

• Responses are not offers and cannot be accepted to form a binding contract.

This document is a Sources Sought Information Form used to gather information from interested firms regarding their capabilities and company information. It helps the government determine if a procurement should be set aside for small businesses.

• NAICS Codes: Lists the primary NAICS code (236220) and potential secondary NAICS codes for task orders, along with their respective Small Business Size Standards.
• Company Information: Requires Company Name, SAM-registered Address, CAGE Code, and DUNS Number.
