Statement of Work (SOW) / Performance Work Statement (PWS)

This PWS outlines the requirements for contractor support to provide non-personal services for the Missouri Army National Guard (MOARNG) Homeland Response Force (HRF) Region VII External Evaluation 2024 (EXEVAL24) Crisis City contractor support for SCVS reset. The objective is to create a realistic and challenging training environment for Search and Extraction (S&E) teams to gain experience in simulated "real world" structural collapse scenarios.

• Provide all personnel, equipment, tools, materials, supervision, and quality control necessary for SCVS Reset Services at Crisis City, KS.

• Tasks include providing SCVS reset support, including heavy equipment, labor, and construction materials.

• Specific tasks involve program management, SCVS reset support, SCVS training support, role player/moulage/trauma mannequin support, and submission of contractor status reports and After Action Review (AAR) comments.

• Resetting SCVS involves creating simulated collapsed structures, debris fields, and training lanes.

• Performance will be evaluated based on the Quality Assurance Surveillance Plan (QASP).

• Acceptable Quality Levels (AQLs) are defined for each performance objective, generally allowing no more than 1-2 instances of non-compliance per week.

• Specific deliverables include participation in meetings, submission of a Quality Control Plan (QCP), status reports, and AAR comments.

• Period of Performance (PoP): Approximately 10 days after contract award for Kick-Off Meeting, followed by a Phase-In Period (TBD), Contract Period from 15 July 2024 to 19 July 2024, and an EXEVAL24 Crisis City After Action Review (TBD).

• Place of Performance: Crisis City, 6401 W. M60 Rd, Lindsborg KS 67456.

• Services will be provided Monday through Friday, approximately 0700-1900, except on recognized US holidays or when the Government facility is closed.

• Non-personal services contract; no government supervision or control over contractor personnel.

• Contractor personnel must possess necessary skills and expertise.

• Teleworking is not authorized.

• Contractor employees must comply with installation regulations, including fire, traffic, safety, and security.

• Required training includes AT Level I Awareness, iWATCH, and OPSEC training.

• Contractor must protect Personally Identifiable Information (PII).

• Contractor must provide an on-site manager and qualified Subject Matter Experts (SMEs).

• Specific equipment and materials for shoring and SCVS reset are detailed in Section 4.0 and Technical Exhibit 4.

• Safety is the contractor's responsibility, including providing mandatory safety equipment.

Performance Work Statement (PWS)

This PWS establishes performance requirements for contractor support to enable training organizations to simulate actual conditions during exercises, enhancing domestic contingency readiness. The support is for the Federal Emergency Management Agency (FEMA) Region 6 Homeland Response Force (HRF) – External Evaluation Event (EXEVAL).

• Provide role players, moulage capabilities, and weighted mannequins for the exercise.

• Simulate various medical issues including multiple compression wounds, trauma, burns, chemical burns, and psychological conditions.

• Provide casualty role players, displaced civilians, and trauma mannequins.

• Set up and operate "fixed" moulage sites and holding/break areas with necessary utilities.

• Provide transportation for role players.

• Provide NIMS/ICS Subject Matter Expert (SME) support for incident/area command.

• Provide two dedicated ALS ambulances with crews.

• Provide sanitation services including portable latrines and handwashing stations.

• Role players and mannequins must be prepared and placed at specified times.

• Moulage and injury cards must be waterproof.

• ALS ambulances and crews must be fully operational.

• Latrines must be cleaned daily and meet sanitation guidelines.

• Dumpsters must be emptied as required.

• Contractor must comply with all applicable federal, state, and local safety regulations.

• Period of Performance: 9-15 June 2024.

• Place of Performance: TEEX Disaster City, College Station, Texas.

• Contractor personnel must be US citizens or authorized aliens and able to furnish proof of citizenship.

• Contractor must comply with installation access and security requirements.

• Contractor must safeguard all Government property.

• Contractor must have an effective Quality Control Plan (QCP) and be subject to Government Quality Assurance (QA).

• Personnel must be physically capable and adhere to dress and identification standards.

• Multilingual employees are encouraged for enhanced realism.
