The scope covers weeds in turf, native areas, cracks, pavements, and landscape beds if sprayed, but explicitly excludes irrigation repairs and drone usage without prior approval.

Contract Details

This is a Time and Materials Subcontract with a Basic Period of 12 months and four 12-month option periods, totaling up to 60 months. The estimated annual funding is approximately $85,000, with a total estimated value of $425,000 if all options are exercised. Eligibility & Evaluation

This opportunity is open to both Small and Large businesses. Offerors must be registered in SAM.gov and certify compliance with Section 889(a)(1)(B) regarding telecommunications equipment. A critical mandatory qualification is that the offeror must have a bona-fide office or demonstrate capability within 50 miles of NLR's South Table Mountain Campus in Golden, CO. The majority of on-site field work must be self-performed by the prime offeror, with unauthorized subcontracting not permitted.

Evaluation follows an LPTA process, beginning with an initial review for completeness and technical acceptability. Mandatory qualifications include providing a Safety Program, completing an ESH Subcontract Risk Evaluation Worksheet (requiring an Experience Modification Rate (EMR) of <= 1.00 and no specific violations), and submitting past performance summaries for at least two similar projects within the last three years. On-site staff must include at least two Key Personnel and two staff members holding specific Colorado pesticide applicator certifications (Categories 107, 108, 109, 206, 207). Compliance with Service Contract Labor Standards Wage Determination 2015-5419 is also required. Proposals failing to meet mandatory qualifications will not be evaluated.
