Quick Summary
The Department of Justice (DOJ), specifically the Executive Office for Immigration Review (EOIR), is soliciting proposals for the National Qualified Representative Program (NQRP). This program seeks contractors to provide legal representation, interpretation, and third-party services to unrepresented, detained individuals found incompetent to represent themselves in immigration proceedings. This is a Firm Fixed-Price contract. Proposals are due July 13, 2026, at 10:00 AM EST.
Scope of Work
The contractor will provide direct legal representation nationwide to "NQRP Respondents" in immigration proceedings. This includes individuals detained in "Franco" jurisdictions (AZ, CA, WA) and "Nationwide Policy" jurisdictions (outside AZ, CA, WA). Services encompass initial case assessment, evaluation of safeguards, representation at hearings, repatriation/release planning, and various legal categories such as termination, voluntary departure, asylum, cancellation of removal, adjustment of status, bond proceedings, and appeals. Excluded services include litigation before federal district or appellate courts. Qualified representatives must be licensed attorneys, supervised law students/graduates, or DOJ Accredited Representatives. Interpretation services and the ability to retain third-party experts are also required.
