Quick Summary
The U.S. Department of Justice, Executive Office for Immigration Review (EOIR), through its JMD-Procurement Services Staff, has issued a Request for Information (RFI) for the National Qualified Representative Program (NQRP). This RFI serves as market research to identify commercial capabilities for a future acquisition of Legal Services (R418). The program aims to provide legal representation and related services nationwide to individuals in immigration proceedings who are mentally incompetent to represent themselves. Responses are due by May 11, 2026.
Scope of Work
The future acquisition will require contractors to provide continuous legal representation and related services. This includes representation in various immigration proceedings such as removal, deportation, exclusion, custody redetermination (bond), asylum, appellate proceedings before the BIA, motions to reopen/reconsider, and post-conviction relief. "Other Related Services" encompass developing release plans, securing expert witnesses, interpretation/translation, facilitating medical/social services, coordinating housing/transportation, and communicating with family members. Services related to federal district courts, circuit courts of appeals, or the Supreme Court are excluded.
