Evaluation & Submission
Proposals will be evaluated using a best value tradeoff process, considering Technical Capability (Factor I), Past Performance (Factor II), and Price (Factor III). Non-price factors (Technical Capability and Past Performance) are of equal importance and, combined, are more important than price.
