Quick Summary

The U.S. Department of Housing and Urban Development (HUD) is conducting market research via a Sources Sought Notice for National Standards for the Physical Inspection of Real Estate (NSPIRE) Backlog Inspections. This effort aims to identify qualified 8(a) Small Businesses capable of managing and executing NSPIRE inspections across four U.S. regions to eliminate existing backlogs. The applicable NAICS code is 541350 (Engineering Services).

Purpose & Scope

HUD is transitioning from UPCS to the NSPIRE inspection protocol and requires contractor support to perform physical inspections for Public Housing, Multifamily, and other properties. The contractor will be responsible for comprehensive program and project management, including human resource management, recruiting and monitoring inspectors, inspection planning, and execution. HUD will provide NSPIRE training.

The requirement covers four regions:

  • Atlanta: AL, FL, GA, IN, IL, KY, MS, NC, SC, TN, PR, U.S. Virgin Islands
  • Denver: AR, CO, IA, KS, LA, MN, MO, MT, NE, NM, ND, SD, OK, TX, UT, WI, WY
  • Philadelphia: CT, DE, DC, ME, MD, MA, MI, NH, NJ, NY, OH, PA, RI, VT, VA, WV
  • Santa Ana: AK, AZ, CA, HI, ID, NV, OR, WA, Territory of Guam

Key tasks include developing a Project Management Plan (PMP) and Master Schedule (MS), conducting NSPIRE inspections, reporting Health and Safety (H&S) findings, and implementing a Quality Control Plan (QCP). Inspectors must meet specific qualifications, including a background check and NSPIRE training, and utilize HUD's NSPIRE Salesforce system. The estimated contract duration is one 12-month base period with two 12-month option periods.

Evaluation & Performance

HUD will evaluate market information to assess industry capacity to provide services, secure resources, implement project management, and perform under a performance-based contract. This notice is for market research only and does not constitute a request for proposals. The government will not provide feedback on submissions.

A Quality Assurance Surveillance Plan (QASP) details how HUD will monitor contractor performance, focusing on outcomes and allowing contractor flexibility. Key performance areas include timely submission of plans and reports, inspection scheduling, data submission, and Health & Safety reporting. Performance will be monitored through document reviews, field observations, and customer feedback, with a graduated escalation framework for addressing deficiencies. Bidders should thoroughly review the PWS and QASP to understand performance standards and Acceptable Quality Levels (AQLs).
