Sources Sought Notice

This notice is for market research to identify qualified Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEEs) capable of providing Native Health Education Television Subscription and Content Delivery Services for healthcare facilities within the Phoenix Area Indian Health Service (IHS). This is for planning purposes only and does not constitute a solicitation.

The IHS is considering an acquisition vehicle (e.g., BPA, IDIQ) for subscription-based television programming and content delivery services. These services should offer culturally tailored Native American/Alaska Native (AI/AN) health education content for patients, visitors, and staff. The requirement may support up to seven healthcare facilities, but no minimum utilization is guaranteed.

Services may include:

• AI/AN culturally tailored health education programming
• Native-focused wellness and prevention content
• Streaming or downloadable content delivery
• Remote content management
• Hardware/software support for content delivery
• Local facility messaging capability
• Technical support and maintenance
• Waiting room programming
• Administrative support
• Content updates and playlist management

Topics may include diabetes prevention, suicide prevention, behavioral health, pediatric health, wellness promotion, injury prevention, and public health messaging.

Primarily seeking ISBEEs and IEEs. If adequate competition is not found, other small business categories or unrestricted competition may be considered.

Interested vendors must submit a capability statement (max 5 pages) demonstrating specific experience and capability in:

• Culturally tailored AI/AN health education programming
• Subscription-based television or streaming media services
• Healthcare facility content delivery systems
• Remote content administration and technical support
• Multi-facility service capability

Responses should include company details, business size/status, ISBEE/IEE eligibility confirmation, experience descriptions, platform capabilities, support capabilities, contract vehicles, geographic capability, and any recommended acquisition approach.

Statement of Work (SOW) / Performance Work Statement (PWS)

To implement a subscription-based television system at the Phoenix Indian Medical Center (PIMC) that delivers culturally relevant health education videos to American Indians and Alaska Natives (AI/AN). The system aims to connect the target audience with critical health information, local programs, and community services, while encouraging engagement with uplifting and empowering content.

• Provide a one-year subscription service for a television system.

• Include appropriate hardware/software, service packages, administrative services, and technical support.

• Deliver culturally relevant health education content specific to PIMC.

• Content delivery system must allow for sharing timely PIMC-related messaging (health information, events, closures).

• Contractor will monitor player unit operations remotely and manage power cycles based on facility hours.

• Content and playlists will be preloaded or sent remotely; no on-site tasks required at the healthcare facility.

• Ensure content adheres to federal guidelines and avoids politically charged topics.

• Provide support to add, remove, or edit content as requested by the Contracting Officer Representative (COR).

• Content must meet federal guidelines for appropriate topics.

• Updates to content or playlists will be made via broadband internet connection.

• Contractor will ensure compliance with Indian Health Service IT Standard Operating Procedures and maintain an effective patch management system.

• Base year plus four (4) option years.

• Delivery and installation required within 150 days after receipt of order.

• Locations: Phoenix Indian Medical Center (PIMC), 4212 North 16th Street, Phoenix, Arizona 85016.

• Hardware/software package, service package, administrative services, and technical support are included.

• Manufacturer's warranties apply to all equipment.

• Internet security protocols must be followed, including compliance with IHS IT SOPs and a patch management system.

• Develop an acceptable schedule for downloading content to avoid bandwidth issues.

This document is the "Indian Health Service Buy Indian Act Indian Economic Enterprise Representation Form." It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise" as required by the Buy Indian Act. This form is to be submitted in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation and resultant contract.

• Eligibility Requirements: The enterprise must meet the definition of "Indian Economic Enterprise" at the time of offer, contract award, and throughout the contract performance period. Offerors must notify the Contracting Officer immediately if they no longer meet these requirements.
• Representation Section: Offerors must indicate whether they do or do not meet the definition of an "Indian Economic Enterprise" with "Indian Ownership."
• Required Information: The form requires the Offeror to provide:
  • Name of Federally Recognized Tribal Entity
  • Name of the 51% owner of the IEE Firm
  • Business Name
  • Certifying Signature
  • Unique Entity Identifier (UEI) Number
  • Print Name

This form is crucial for bidders responding to opportunities that are set aside or sole-sourced under the Buy Indian Act. Failure to meet the eligibility requirements or accurately complete this form could impact the ability to be considered for award. Bidders must ensure they meet the definition of an "Indian Economic Enterprise" and be prepared to provide documentation if requested. Registration with the System of Award Management (SAM) is also required for successful offerors.
