Purpose & Overview

The Government seeks to determine the availability and capability of ISBEEs and IEEs to deliver subscription-based television programming and content for patients, visitors, and staff in IHS healthcare facilities. The IHS is contemplating a single-award or multiple-award acquisition vehicle, such as a Blanket Purchase Agreement (BPA) or Indefinite Delivery Indefinite Quantity (IDIQ) contract, to support up to seven facilities.

Scope of Services

The contractor shall provide subscription-based health education television programming and related services. Key components include:

  • AI/AN culturally tailored health education programming and Native-focused wellness content.
  • Streaming or downloadable content delivery with remote content management capability.
  • Hardware and/or software support associated with content delivery.
  • Local facility messaging capability and administrative support.
  • Technical support and maintenance services, including content updates and playlist management. Programming topics may cover diabetes prevention, suicide prevention, behavioral health, pediatric health, wellness promotion, injury prevention, and public health messaging relevant to AI/AN audiences. A draft Statement of Work (SOW) indicates a base year plus four option years, specifically for the Phoenix Indian Medical Center (PIMC), with delivery and installation within 150 days.

Set-Aside Priority

This Sources Sought is primarily for Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEEs) under the Buy Indian Act. If adequate competition is not identified, other small business socioeconomic categories or unrestricted competition may be considered. Interested respondents must clearly identify all applicable socioeconomic designations, including ISBEE, IEE, SBA small business certifications, HUBZone, SDVOSB, WOSB, or other classifications. An "Indian Economic Enterprise Representation Form" is provided for self-certification.
