Quick Summary
Headquarters Supreme Allied Commander Transformation (HQ SACT) intends to issue a Request for Proposal (RFP) for industry support to develop an Artificial Intelligence (AI)-assisted Tabletop Exercise (TTX) framework for cyberspace operations, including a Minimum-Viable Product (MVP). This fixed-price contract is estimated at USD 350,000 and aims to optimize TTX development and execution using Local Language Models (LLMs), Retrieval-Augmented Generation (RAG), and orchestrated Agentic-AI. U.S. firms must apply for NATO Competitive Procurement (NCP) approval and a Declaration of Eligibility (DOE) by June 18, 2026.

Key deliverables include framework and MVP specifications, AI-assisted development of TTX artifacts (scenarios, roles, injects), TTX orchestration, and AI-assisted evaluation and reporting.
