This Request for Proposal (RFP) is for Capability Development Management Support (CDMS) services for Headquarters Supreme Allied Commander Transformation (HQ SACT). The objective is to procure contractor support across various labor categories to assist ACT in its role of leading innovation in NATO and delivering capability development efforts.

The RFP outlines numerous labor categories requiring specialized support, including but not limited to:

• Full Stack Developer
• DevSecOps Engineer
• Cyberspace Concept Developer and Validator
• NATO Digital Backbone Systems Analyst
• AI/ML Engineer
• Business Analysis and Requirement Management
• Quality Assurance Analyst
• Protocol Specialist

Each labor category details specific taskings, essential qualifications, and experience requirements.

• Contract Type: Firm Fixed Price Level of Effort.

• Period of Performance: Base period from award (estimated December 2026) through December 2030, with potential 12-month option periods.

• Applicable Terms: HQ SACT General Terms and Conditions dated January 2026.

• Proposal Submission: E-mailed submissions only, consisting of separate Technical and Price proposals, due by 18 March 2026, 0900 hours EST.

• Bid Closing Date: 18 March 2026, 0900 hours EST.

• Bid Validity: 120 days from the bid closing date.

• Evaluation Criteria: Proposals will be evaluated based on a 70/30 Technical/Price factor (Best Value). Key evaluation factors include administrative submission, compliance, technical factors, pricing, and acceptance of General Terms and Conditions.

• AI Usage: Proposals prepared in whole or in part by generative AI tools may be rejected.

• Open to governmental or commercial entities established in a North Atlantic Treaty Organization (NATO) Alliance member nation.

• Key personnel must be citizens of a NATO member nation.

• Facilities Security Clearance (FSC) at NATO or National SECRET or above is required for on-site contractors.

• Annex A contains the Statement of Work (SOW) for Capability Development Management Support (CDMS).

• Various enclosures detail proposal content, compliance statements, past performance, pricing spreadsheets, and security aspects.

This document is an Excel spreadsheet provided as a template for bidders to submit their pricing information for the ACT-SACT-26-02B opportunity. It is intended to ensure consistency and transparency in financial reviews.

• Candidate Submission Limit: Bidders must only submit the number of candidates requested per labor category. Exceeding this limit will result in reversion.
• Rate Inclusions: Proposed rates must be fully "loaded" (including G&A, O/H, etc.).
• Travel: Anticipated travel costs should not be included in this pricing sheet; travel will be handled separately and will not be a consideration for award.
• Calculation Basis: Calculations should be based on 1800 hours per year per candidate for fair comparison. Bidders should not alter these hours.
• Labor Categories: The sheet lists various labor categories (e.g., FULL STACK DEVELOPER, DEVSECOPS ENGINEER, CYBERSPACE CONCEPT DEVELOPER & VALIDATOR) with columns for estimated start dates, locations, candidate names, and hourly/total rates for a base period and four option periods.
• Responsibility: It is the sole responsibility of the proposing company to ensure that the formulas accurately reflect the proper total proposed value.
• Submission Format: Bidders must submit the Excel spreadsheet. If unable to sign electronically, a PDF with final pricing and signatures must also be submitted, but not in lieu of the Excel file.
