Contract Details
- Contract Type: Firm Fixed Price Level of Effort
- Period of Performance: A base period from award (estimated December 2026) through December 31, 2026, with four potential 12-month option periods extending through December 31, 2030.
- Eligibility: Open to governmental or commercial entities established in a NATO Alliance member nation. All proposed key personnel must be citizens of a NATO member nation. On-site contractors require a Facilities Security Clearance (FSC) at NATO or National SECRET or above.

Submission & Evaluation
- Proposal Due Date: March 18, 2026, at 0900 hours EST.
- Submission Method: E-mailed submissions only, consisting of separate Technical and Price proposals. Proposals must be submitted directly to HQ SACT as per RFP instructions; no hard copy proposals will be accepted.
- Bid Validity: 120 days from the bid closing date.
- Evaluation Criteria: Proposals will be evaluated based on a 70/30 Technical/Price factor (Best Value). Key evaluation factors include administrative submission, compliance, technical factors, pricing, and acceptance of HQ SACT General Terms and Conditions.
- Pricing: Bidders must use the provided Excel spreadsheet template for pricing, ensuring fully "loaded" rates and calculations based on 1800 hours per year per candidate. Travel costs should not be included in the pricing sheet.
