These solutions will host "Data Centre" on-premise and/or off-premise capabilities, primarily for Artificial Intelligence (AI) compute expansion, at TIER III level of redundancy. Features include self-contained cooling, Uninterrupted Power Supply (UPS), and power generation options. The framework will provide global reach across the NATO footprint.

Acquisition options include rental (Infrastructure as a Service – IaaS) and/or procurement of containers. Requirements will be determined via competed Task Orders under the IDIQ framework, complying with individual site Statements of Work (SOW) or Performance Work Statements (PWS). Examples of scope include holistic Power by the Hour, Defense-specific requirements (TEMPEST, EMP), TIA942 Tier III standards (starting 300 Kw), rental of secure commercial space, Energy as a Service (EaaS), warranty, O&M, and site pre-assessment services.

Eligibility for U.S. Prime Contractors

U.S. prime contractors must:

  3. Be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC).
  4. Register with NCIA’s eProcurement tool, Neo: https://www.ncia.nato.int/business/procurement/neo-eprocurement

To become eligible, firms new to NCP must submit a one-time NCP application to DOC, including a company resume/capability statement and financial documents. DOC will then issue a DOE for the project.
