NATO Business Opportunity: Finance Governance Contractor Services

This Request for Proposal (RFP) seeks to competitively select the lowest-priced, compliant bidder(s) for Finance Governance Contractor Services. The resulting contracts will be Commercial Personnel Services Contracts, governed by JATEC Special Terms and Conditions. Partial bidding is permitted. The Joint Force Training Centre (JFTC) Contracting Officer is conducting this solicitation.

The following Finance Governance Contractor services are sought:

• Travel Operations and NATO Financial System Support Specialist

• Financial Operations Contractor for Non-NATO Personnel

• Type: Commercial Personnel Services Contract, Level of Effort, Firm-Fixed Price with a not-to-exceed limit.

• Period of Performance: Base period estimated to start June 1, 2026, with four option periods extending through December 31, 2030. Each option period allows for a maximum of 230 working days.

• Proposal Submission: Must be in English, submitted electronically in three separate PDF files (Administrative, Price, Technical) via email to ryszard.piasecki@nato.int. No hard copies will be accepted.

• Technical Proposal Limit: 25 pages per contractor (max 50 pages for 2 contractors), not exceeding 17 MB.

• Bid Closing Date: May 27, 2026, 13:00 hours Central European Time.

• Bid Validity: 90 days from the closing date.

• Evaluation Criteria: Lowest priced technically compliant offer. Bids will first be reviewed for administrative compliance (pass/fail), then for technical compliance (pass/fail), and finally evaluated on price.

• Open to governmental or commercial entities originating and chartered within NATO member nations.

• Contractor personnel must be citizens of a NATO nation and meet security clearance requirements.

• Taxes, duties, and similar charges are exempt in accordance with international agreements.

• Bidders must refer to the enclosed documents (Enclosures 1-9) for detailed requirements, forms, and statements.

• Enclosure 1: Proposal Checklist: Outlines all required administrative and technical documentation, including bidder information, compliance statements, certificates, technical evaluation matrices, and price proposals.
• Enclosure 2: Compliance Statement: A form for bidders to declare their understanding and compliance with the RFP, noting any minor deviations.
• Enclosure 3: Technical Evaluation Matrix: Detailed criteria and a matrix for evaluating proposed SMEs for two roles: Travel Operations and NATO Financial System Support Specialist, and Financial Operations Contractor for Non-NATO Personnel. Bidders must detail how their proposed candidates meet each criterion.
• Enclosure 4: Mandatory Price Proposal: Templates for submitting pricing for both roles, covering a base period and four option periods. Bidders must provide loaded daily rates and total prices, including per diem.
• Enclosure 5: Certificate of Bid Validity: A certification that pricing and offer details remain valid for 90 days from the closing date.
• Enclosure 6: Certificate of Independent Determination: A certification that the bid was prepared independently and without collusion.
• Enclosure 7: Certificate of Exclusion of Taxes and Charges: A certification that prices exclude taxes and duties from which JATEC is exempted.
• Enclosure 8: Statement of Absence of Conflict of Interest: A declaration that the bidder is not in a situation that could lead to a conflict of interest.
• Enclosure 9: Certificate of Legal Name of Bidder: A form to provide the bidder's full legal corporate entity details.

These enclosures are critical for proposal preparation. Bidders must carefully review and complete each required form and matrix accurately to ensure their submission is compliant and responsive to the RFP requirements. The Technical Evaluation Matrix and Price Proposal templates are particularly important for demonstrating candidate qualifications and outlining costs.
