This Request for Proposal (RFP) is for the Interior Renovation and Video Studio Remodel for Headquarters Supreme Allied Commander Transformation (HQ SACT) in Norfolk, Virginia. The project aims to enhance HQ SACT's ability to conduct warfare development efforts and improve military capabilities. The work involves interior renovations for a new video studio and office environment.

• Selective demolition

• Installation of a glass wall separating a soundproofed video production control room from a soundproofed video and photographic studio

• Construction of a new enclosed partition wall

• Integration of two-way communication systems

• Replacement of carpet tile flooring

• All work must comply with applicable building codes, safety regulations, and industry standards.

• Contract Type: Firm Fixed Price (FFP) services contract.

• Period of Performance: Contract award to 30 April 2026.

• Proposals must be submitted via email in two separate documents (Technical and Price) by 23 February 2026, 0900 hours EST.

• No hard copy proposals will be accepted.

• Technical proposals are limited to 5 pages for the company description.

• Proposals will be evaluated based on administrative submission, mandatory criteria compliance, and will be awarded to the Lowest Priced Technically Compliant (LPTC) Bidder.

• A site survey is mandatory and will be conducted on 11 February 2026.

• Bidder clarifications must be requested in writing by 11 February 2026.

• Open to governmental or commercial entities established in a North Atlantic Treaty Organization (NATO) Alliance member nation.

• Key personnel must be citizens of a NATO member nation.

• Contractor must be a licensed Class "A" Contractor by the Commonwealth of Virginia.

• HQ SACT General Terms and Conditions dated 15 January 2026 are applicable.

• Contract award is contingent upon funding availability; partial bidding is not allowed.

• Proposals prepared using generative AI tools may be rejected.

• Surge capability is a requirement, with surge efforts not exceeding 50% of the annual or cumulative contract value.
