NATO Business Opportunity: Next Generation Workplace Modernization Furniture Procurement

This Request for Proposal (RFP) is for the "Next Generation Workplace Modernization Furniture Procurement Pilot Project" at HQ SACT. The objective is to renovate and modernize approximately 3,000 sq. ft. of office space to create a flexible and optimized workplace.

• Procure and install new office furniture and collaboration systems.

• Provide design/layout services, including interior design, OSHA safety certification, and manufacturer-certified installation.

• Remove and dispose of existing furniture.

• Furniture must meet NATO Criteria and Standards, ANSI/BIFMA standards, and federal facility flammability requirements.

• Specific furniture types and brands are listed as guidelines, with equivalent products acceptable if they meet or exceed functional, aesthetic, and performance requirements.

• The project includes phased installation and requires dust containment measures.

• Contract Type: Firm Fixed Price (FFP) services contract.

• Period of Performance: From contract award to September 8, 2026.

• Contract Award is contingent upon funding availability.

• Proposal Submission Deadline: June 2, 2026, 0900 hours EDT.

• Proposals must be submitted via e-mail (separate submissions for Technical and Price proposals).

• No hard copy proposals will be accepted.

• Technical Proposal: Signed PDF document, limited to 5 pages for company description, including table of contents, bidder information, compliance statement, past performance, key personnel, company description, and compliance matrix.

• Price Proposal: Submitted in U.S. Dollars using a mandatory Excel spreadsheet.

• Evaluation Criteria: Technical / Price ratio of 70/30. Evaluation will consider administrative submission, mandatory criteria compliance, technical factors, technical clarifications, and acceptance of HQ SACT General Terms and Conditions.

• Site Survey: Mandatory for participation, scheduled for May 19, 2026.

• Bidder Clarifications: Written requests due by May 15, 2026.

• Open to governmental or commercial entities established in a North Atlantic Treaty Organization (NATO) Alliance member nation.

• Key personnel must be citizens of a NATO member nation.

• Bidders must have performed the desired past performance including size, cost, and scope.

• HQ SACT General Terms and Conditions dated January 15, 2026, are applicable.

• Proposals prepared in whole or in part by generative AI tools may be rejected.

• Surge capability requirement is included for potential temporary increase in contractor services.

• Points of Contact for administrative inquiries are provided.

This document, "RFP-ACT-SACT-26-37 PRICING.xlsx", is a pricing spreadsheet provided for the "Next Generation Workplace Renovation and Modernization - Pilot Project". Bidders are required to complete and submit this document as part of their financial offer. It is intended for ease and consistency in price submission.

• Instructions: Bidders must propose firm fixed binding unit rates. All rates and prices must be fully inclusive of all costs (materials, works, tooling, maintenance, equipment, overheads, profits, contingencies, insurances, etc.) required by RFP-ACT-SACT-26-37, including the Bidding Instruction and SOW.
• Completion: Bidders must fill in and sign the "PRE-AMBLE" tab and complete "TAB 1 - 26-37 Price". Only yellow highlighted cells in the "PRE-AMBLE" tab are to be filled by the bidder.
• Pricing Breakdown (TAB 1): This tab requires bidders to provide costs in USD for the following items:
  1. Planning/Design
  2. Removal of Existing Furniture
  3. Furniture Procurement
  4. Installation Support
  5. Post-Installation Support/Warranty
• Signature: The "PRE-AMBLE" tab requires a signature, name, position, Tel, Email, and Date from an authorized representative of the bidder, along with a company stamp.

This spreadsheet is critical for submitting a compliant financial offer. Bidders must ensure all costs are accurately considered and included, as the government (HQ SACT) is not responsible for any omissions. The accuracy of the formulas and the total proposed value are the sole responsibility of the proposing company.
