  4. Be issued a Declaration of Eligibility (DOE) by the U.S. Department of Commerce (DOC).
  5. Register with NCIA’s eProcurement tool, Neo (https://www.ncia.nato.int/business/procurement/neo-eprocurement). Contract personnel must also hold SECRET or higher security clearances. The deadline to request a DOE and submit the one-time NCP application is June 24, 2026. The NCP application requires a company resume/capability statement and financial documents.
