- System Software Engineering Services for Front End Modules: Development of web-browser-based front-end modules to facilitate joint targeting activities across all dimensions.
- System Transition: Installation, configuration, migration, and rollout of ARTEMIS modules, ensuring operational continuity and providing initial onsite support.

Eligibility & Submission (for U.S. Prime Contractors)

- Hold a Facility Security Clearance at the level of SECRET or higher.
- Be pre-approved for participation in NATO Competitive Procurement (NCP).
- Be issued a Declaration of Eligibility (DOE) by the U.S. Department of Commerce (DOC).
- Register with NCIA’s eProcurement tool, Neo (https://www.ncia.nato.int/business/procurement/neo-eprocurement). Contract personnel must also hold SECRET or higher security clearances. The deadline to request a DOE and submit the one-time NCP application is June 24, 2026. The NCP application requires a company resume/capability statement and financial documents.
