Quick Summary
The NATO Communications and Information Agency (NCIA) intends to issue a Request for Quotation (RFQ) for the Tier 2 & 3 Uplift of the SIEM. This opportunity involves expanding the existing NCSC SIEM, including the design, hardware supply, and implementation of increased capacity, as well as the build-out of development and reference environments. The Department of Commerce (DOC) is facilitating U.S. prime contractor participation in this NATO Competitive Procurement. U.S. firms must apply for a Declaration of Eligibility (DOE) by May 20, 2026.
Scope of Work
The project, managed using an Agile methodology, includes three main parts:
- Design and implement the expansion of the existing NCSC SIEM to increase capacity.
- Implement the Development environment and the Reference environment for this SIEM on Tier-2.
- Design and implement passive metadata generation in Tier-3 sites and its flow into the existing Tier-2 SIEM. Detailed requirements will be provided in the RFQ. The overall Period of Performance shall not exceed EDC + 2 years.
Eligibility for U.S. Prime Contractors
U.S. prime contractors must meet several criteria to bid:
- Maintain a professionally active facility within the United States.
- Hold a Facility Security Clearance (FCL) at SECRET or higher.
- Be pre-approved for participation in NATO Competitive Procurement (NCP).
- Be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC).
