Scope of Work
The project, referenced as RFQ-CO-424358-TSSU, aims to re-design current system capabilities within the NCSC Tier 2 security systems environment, incorporating industry best practices and replacing obsolete equipment. The work will be managed using an Agile methodology.
Key deliverables are structured into five distinct subtasks/solutions:
- Antivirus and Antimalware Signature Distribution (AV)
- On-site Vulnerability Assessment and Penetration Testing (VA)
- Security Settings and Development Tools (SSDT)
- Forensics Evidence Management System (FEM)
- Malware Analysis System (MA)
Detailed requirements for each solution will be provided later in the procurement process. The overall Period of Performance shall not exceed EDC + 2 years.
Eligibility & Requirements
U.S. prime contractors must:
- Maintain a professionally active facility within the United States.
- Hold a Facility Security Clearance (FCL) at the SECRET level or higher.
- Be pre-approved for NATO Competitive Procurement (NCP).
- Be issued a Declaration of Eligibility (DOE) by the U.S. Department of Commerce (DOC).
- Register with NCIA’s eProcurement tool, Neo (https://www.ncia.nato.int/business/procurement/neo-eprocurement).
Contractor personnel will require unescorted access to Class II Security areas, necessitating appropriate personnel clearances.
To become eligible, U.S. firms must submit a one-time NCP application to the DOC, including a company resume/capability statement and financial documents. The DOC will then issue a DOE for specific projects upon approval.
