The NATO Communications and Information Agency (NCIA) is hosting a hybrid event scheduled for 11 February 2026, during which NCIA will present its vision and high-level requirements of ON-X, a scalable, secure-by-design private air-gapped multi-cloud environment for storing and processing classified data at the NATO SECRET (NS) level. NCIA will also seek to understand industry capabilities and perspectives to inform upcoming procurement actions related to ON-X.
Additional information and a link to registration are contained in the attachment. Please submit your registration to NCIA NLT 16:00 CET on 04 February 2026.
In addition to registration, NCIA is requiring a Declaraton of Eligibilty (DOE) for participation. If you have been issued a Declaration of Eligibility (DOE) for NCIA opportunities that may be used for an addiitional three years, you may submit that DOE directly to NCIA. If you do not have a "3-year" DOE, you will need to request a DOE from the Department of Commerce. When requesting the DOE, you will need to submit to the Department of Commerce a completed NATO Competitive Bidding (NCP) (formerly NATO Competitive Bidding (ICB) application. You can download the one-time NCP application from here:

Registered companies will have the opportunity to provide feedback to NCIA on the high-level description and requirements by completing a questionnaire. Based on the responses to the questionnaire, NCIA will invite selected companies to participate in bilateral meetings with NCIA representatives, tentatively scheduled for 16–20 March 2026. Further details regarding these steps will be shared during the hybrid event planned for 11 February 2026.
Any feedback provided by industry before, during, and after the event will be treated by NCIA with confidentiality and will contribute to inform the subsequent stages of the implementation of ON-X services.
Thank you for your interest in this event.
