Purpose & Scope
The primary purpose of this RFI is to involve industry, academia, and NATO nations in examining current and future capabilities for ATD, specifically supporting the execution portion of the joint targeting cycle where effects are assigned to targets. HQ SACT aims to modernize and enhance its current Joint Targeting System. The RFI is for information gathering only and does not constitute a commitment to issue a future Request for Proposal (RFP).
Key Requirements
The ATD solutions should support the physical dimension of effects against a target, including:
- Target Coordinate Measurement (TCM) methodology.
- Imagery analysis and creation of desired points of impact (DPI).
- Standardized basic weaponeering solutions.
- Interoperability for sharing weapon information.
- Collateral Damage Estimation (CDE).
- Support for target development and management.
- Ability to share ATD product information.
- Post-strike Battle Damage Assessment estimation. The RFI also requests non-binding Rough Order of Magnitude (ROM) price estimates for a four-year horizon, covering hardware, software, licensing, and Operation & Maintenance costs.
Contract Details
This is a Special Notice / Request for Information (RFI). It is not a commitment to procure, and HQ SACT will not pay for response costs. Information gathered may be used for future Statement of Work requirements or developmental contracts. Not responding does not preclude participation in any subsequent RFP.
Eligibility & Set-Aside
Only NATO Nations, Industry, and Academia that originate or are chartered/incorporated within NATO Nations are eligible to respond. There is no specific set-aside for this RFI.

- Responses Due: March 27, 2026, 9:00 am ET
- Submissions must be sent via email to all listed Contracting and Technical Points of Contact. Individual emails will not be accepted.
- Responses should not contain proprietary or classified information (NATO UNCLASSIFIED or below).
- Submissions must follow a specific naming convention, include a technical description and architecture diagram, and utilize the provided Microsoft Excel response template.
- Responses are limited to 6 pages, excluding attachments.

All information shared with ACT might be shared with contracted third parties to support the capability development process. Respondents should be aware of potential Organizational Conflicts of Interest (OCI).
