NATO Request for Information: Allied Future Surveillance and Control (AFSC) Enhanced Tactical Connectivity (eTacC) Capability

This document is a questionnaire designed to gather information from potential vendors regarding their capabilities for the Alliance Future Surveillance and Control (AFSC) programme, specifically the "enhanced Tactical Connectivity (eTacC)" element. The information collected will support an Analysis of Alternatives (AoA) and may help identify "buy or create" solutions to expedite capability delivery.

• The questionnaire is divided into two main sections: "READ ME" and "Capability Overview".
• The "READ ME" section outlines the purpose, background of the eTacC capability, and instructions for responding.
• The "Capability Overview" section contains 58 detailed questions covering various aspects of a vendor's system or product, including:
  • General system information and exportability
  • Technology Readiness Level (TRL)
  • Interoperability with NATO standards and exercises
  • Supported waveforms and protocols
  • Size, Weight, and Power (SWaP) optimization
  • Adherence to NATO architectures (Zero Trust, Data Centric)
  • Data translation and cryptographic capabilities
  • Software-defined networking and network management
  • Integration with existing and coalition systems
  • AI/ML integration
  • User interface and usability
  • Modularity, upgradability, and lifecycle support

Vendors interested in the AFSC eTacC capability should complete this questionnaire comprehensively. It provides an opportunity to showcase their relevant systems and products, understand the program's needs, and potentially influence "buy or create" decisions. Responses should be submitted to the Technical and Contracting POCs listed in the associated letter document.

Request for Information (RFI)

This RFI is issued by Headquarters Supreme Allied Commander Transformation (HQ SACT) to gather information from industry, academia, and nations regarding capabilities for the Allied Future Surveillance and Control (AFSC) Enhanced Tactical Connectivity (eTacC) capability. The goal is to understand the current state of abilities, art-of-the-possible, and state-of-the-art solutions that could meet NATO's requirements for eTacC.

• The RFI seeks input on products, services, technologies, and methodologies related to eTacC.

• It aims to identify solutions that can bridge heterogeneous tactical networks for Multi-Domain Operations.

• Respondents should identify current services that closely match the capabilities specified in the RFI and the associated questionnaire.

• This RFI does not constitute a commitment to issue a future Request for Proposal (RFP).

• Costs incurred in responding are the sole responsibility of the respondent.

• HQ SACT does not seek Rough Order Magnitude (ROM) price estimates at this stage.

• Responses are due by 9:00 am ET on 29 May 2026.

• Submissions must be sent via email to all Contracting and Technical Points of Contact listed on page 2.

• Responses should not contain proprietary or classified information.

• Questions concerning the RFI are due by 9:00 am ET on 11 May 2026 and will be answered on the HQ SACT P&C website.

• Only NATO Nations, Industry, and Academia that originate or are chartered/incorporated within NATO Nations are eligible to respond.

• Companies from Partner Nations should collaborate with a primary company headquartered within a NATO Nation.

• Information shared may be shared with contracted third parties to support the capability development process.

• Respondents should be aware of potential Organizational Conflicts of Interest (OCI) and handling of proprietary information.
