Quick Summary

Headquarters Supreme Allied Command Transformation (HQ SACT) has issued a Request for Information (RFI) for its Cyberspace Warfare Development and Experimentation Campaign. This RFI seeks innovative, tailored, and actionable experiment proposals related to cyberspace operations to inform NATO's warfare and capability development efforts. This is not a commitment to procure, and respondents will not be reimbursed for costs. Responses are due March 13, 2026.

Purpose & Scope

The objective is to identify existing and under-development cyberspace operations concepts, products, or capabilities for HQ SACT's 2026 experimentation campaign. HQ SACT is specifically interested in proposals applicable to military/mission-level operations in cyberspace and supporting capabilities. Key areas of interest include:

  • Cyberspace operations ontologies
  • Alliance-wide Cyberspace Command and Control (CyC2) functions and processes
  • Operational-level adversarial picture production and dissemination
  • Cyber effects integration into joint and Multi-Domain Operations (MDO) planning
  • AI solutions and tools for cyberspace tasks and processes

Proposals focused on generic commercial product demonstrations, cybersecurity at the technical level, or those that do not result in a tangible product (demonstrator, MVP, concept) will not be considered.

Eligibility

This RFI is open to NATO nations, and industry and academia chartered or incorporated within NATO nations. Companies from Partner Nations must collaborate with a primary company headquartered within a NATO Nation.

Submission Details

Respondents must submit white papers not exceeding 10 pages. Submissions must be unclassified and sent via email to the Contracting and Technical Points of Contact indicated in the RFI document. Individual emails will not be accepted.

Key Dates

  • Questions Due: February 27, 2026, 9:00 am EST
  • Responses Due: March 13, 2026, 9:00 am EST
  • Published: January 28, 2026
