Purpose & Scope

The goal is to positively impact Multi-Domain Operations (MDO) and Digital Transformation (DT) initiatives within ACT, addressing strategic competition in the North Atlantic and Arctic. The initiative supports ACT’s Task Force X (TFX) Arctic and ACO’s enhanced vigilance Arctic Sentry operation by adapting operational approaches to maintain credible and persistent awareness with constrained naval resources.

Key Requirements

HQ SACT is seeking information on innovative projects, with typical solutions expected to fall within Technology Readiness Levels (TRL) 4 to 9. Submissions should include a technical description and architecture diagram of the proposed solution, detailing its operational relevance, feasibility, novelty, TRL, and recommendations for acceleration. Companies should also identify current services matching the RFI's capabilities and may include product brochures or technical documentation.

Submission & Evaluation

Questions are due by 9:00 am ET on April 14, 2026. Responses to the RFI are due by 9:00 am ET on April 21, 2026. All correspondence and submissions must reference RFI-ACT-SACT-03-2026 and be sent via email to all Points of Contact indicated in the RFI document. Individual emails will not be accepted. HQ SACT will review submissions and may invite selected organizations to participate in the 2026 Innovation Continuum events. Evaluation criteria include the solution's ability to address NATO's strategic priorities (MDO, DT), support of EDT themes, TRL, validated use cases, demonstrated innovation history, integration capabilities, and intellectual property protection.

Eligibility & Contract Details

Eligibility: This RFI is open to NATO Nations, Industry, and Academia that originate or are chartered/incorporated within NATO Nations. NATO Science & Technology Organisations (STO) Science & Technology (S&T) Enhanced Partnership (STEP) organizations are also eligible. Contract Type: This is a Request for Information (RFI), not a formal request for submissions as part of a procurement. It does not constitute a commitment to issue a future Request for Proposal (RFP) or award a contract. Costs incurred in responding are the sole responsibility of the respondent.

Information shared may be disclosed to contracted third parties for capability development support. Responses should not contain proprietary and/or classified information. The 2026 Innovation Continuum will focus on MDO and DT, with a special emphasis on the "High North" theme, and will be structured around four phases (SPARK, IGNITE, GLOW, SHINE) with events scheduled in Bulgaria, Poland, and Canada in early 2026.
