The NATO Headquarters Supreme Allied Command Transformation (HQ SACT), via the Department of Commerce, has issued a Request for Information (RFI) for Next Generation Deployable Communications and Information Systems (NG DCIS) Scalable Capability. Purpose & Scope

This RFI aims to gather information from NATO member Nations, Industry, and Academia regarding market solutions for an agile, scalable, and resilient NG DCIS Scalable capability. The collected data will support an Analysis of Alternatives (AoA) and inform the overall NG DCIS Capability Programme Plan. The vision is to provide robust Command and Control (C2) services for 11-500 users in various configurations (Small: 11-40, Medium: 41-125, Large: 126-500 users) in austere and contested environments.

Key capabilities sought include:

  • Scalability: Support for 11-500 users with small, medium, and large configurations.
  • Transportability: Via road, air, rail, and maritime means.
  • Deployment: Fast set-up/tear-down, minimal footprint, and personnel.
  • Interoperability: Seamless connection with existing and legacy NATO systems.
  • Network Support: Multiple network domains (NS, MS, NR/NU) and various communication bearers (wired, satellite, LOS, BLOS, mobile telecom, Wi-Fi, HF radio).
  • Security & Resilience: Digital security compliance, accreditation for NATO domains, ability to operate offline for up to 72 hours, and protection against GNSS signal disruption.
  • Agility: Efficient support for rapid changes in operational tempo and posture.
  • Resilience: Ability to withstand major disruptions and recover quickly in C2D2 environments.

  • Eligibility: Only NATO member Nations, Industry, and Academia that originate or are chartered/incorporated within NATO member Nations are eligible to respond.
  • Questions Due: March 3, 2026, 9:00 am EST.
  • Responses Due: March 24, 2026, 9:00 am EST.
  • Submission Method: Responses must be submitted via email to robert.friend@nato.int, catherine.giglio@nato.int, sebastian.schweers@nato.int, and kamil.akel@nato.int.
  • Format: Respondents must complete all yellow cells in the provided Excel questionnaire ('Solution Overview' and 'Requirements Assessment' tabs). Proprietary information should be clearly marked. Technical questions should also be sent to the same POCs and must not contain proprietary or classified information.

This is an RFI for market research purposes only and does not constitute a commitment to issue a future Request for Proposal (RFP) or contract. HQ SACT will not pay for any information or administrative costs incurred in responding. Not responding to this RFI does not preclude participation in any subsequent RFP. Responses will be used to develop a report informing the NATO NG DCIS Capability Programme.
