Scope of Work

Solutions must align with NATO principles, ensure legitimacy, and focus on enhancing decision-making, problem-solving, strategic communication, and learning. The tool should address cognitive warfare effects against adversary audiences, be applicable in a federated information environment, interoperable, and intuitive. A Technology Readiness Level (TRL) of 5-7 is preferred, with the possibility of immediate Minimum Viable Product (MVP) delivery (under 3 months) being a significant advantage.
Contract & Timeline
This RFIP, referenced as RFIP-ACT-SACT-26-38, is a Special Notice and does not constitute a Request for Proposal (RFP) or a commitment to issue a future RFP. HQ SACT will not reimburse any costs incurred for responding to this RFIP or participating in the iChall26-1.

Eligibility & Submission
Participation is open to organizations officially registered with relevant government authorities, headquartered in a NATO nation, and whose beneficial owner(s) is also from a NATO nation.
Submissions must be made via a webform at https://innovationhub-act.org/what-we-do/events/innovation-challenge/. Required documents include a maximum 2-page Concept Paper, a maximum 2-page Technical Summary, a maximum 2-page Preliminary Cost Estimate, and a Video Demonstration.
Evaluation & Selection
A Selection Committee will choose up to 10 finalists based on submitted materials. Finalists will present their solutions at the Pitch Day. Evaluation criteria are linked to mandatory parameters such as Situational Understanding & Analysis, Planning & Decision Support, Coordination & Workflow Integration, Delivery Support, Assessment & Learning, Human Control & Transparency, and Reliability & Safety.
