This is a combined synopsis/solicitation for commercial items/services for FY26 Natural Gas Leak Detection services at Little Rock Air Force Base. The acquisition is 100% set-aside for Total Small Business.

• The core service is an Annual Basewide Natural Gas Leak Detection Survey.

• All services are to be performed in strict accordance with Attachment 1 - Performance Work Statement.

• The Service Contract Act Wage Determination (WD) 2015-5117 Rev # 29, effective December 12, 2025, is incorporated.

• Contract Type: Firm Fixed Price.

• Period of Performance: 01 MAY 2026 - 30 APR 2031 (tentative), with a base year and four option line items.

• Request for Quotation (RFQ) Solicitation #: FA446026Q0010.

• Quotes are due by 21 April 2026 at 12:00 PM CST.

• Proposals must be received by the Points of Contact listed before the due date.

• Evaluation will be based on Price and Past Performance.

• A site visit is offered on 14 APR 2026 at 12:30 AM CST. Contractors must RSVP by 13 APR 2026.

• Technical questions must be submitted by 16 APR 2026.

• This acquisition is 100% set-aside for Total Small Business.

• North American Industry Classification Code (NAICS): 221210, with a size standard of 1,150 employees.

• Little Rock Air Force Base is not an open base; valid REAL ID is required for access.

• Vehicle insurance is also required.

• Limit of 2 attendees per organization for the site visit.

• Vendors must be registered in the System for Award Management (SAM).

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform an annual Natural Gas Leak Detection Survey on Little Rock Air Force Base, AR, to identify potential natural gas leaks, ensure public safety, comply with regulations, and maintain infrastructure integrity.

• Conduct annual natural gas leak detection surveys on approximately 167,000 linear feet of distribution and service lines, including risers, meters, valve boxes, and metering stations.

• Perform odor detection at a minimum of three locations as determined by the COR.

• Surveys are to be scheduled and accomplished during warm, dry months (June 1 - August 31) of each year.

• Classify detected leaks into three categories: Immediate Repair (Class 1), Monitor Monthly (Class 2), and Repair within Six Months (Class 3).

• Provide electronic and paper reports detailing surveyed infrastructure, leak locations, classifications, and recommended repairs.

• Submit electronic reports within 30 calendar days of the survey.

• Submit two paper copies of the report within 45 calendar days.

• Submit reports in a manner consistent with PWS 98% of the time.

• Surveys to be conducted annually between June 1 and August 31.

• Location: Little Rock Air Force Base, AR 72099.

• Contractor must provide qualified personnel, transportation, tools, equipment, and materials.

• Work must comply with Federal, State, and local regulations, codes, and permits.

• Contractor is responsible for managing its employees and ensuring services are non-personal.

• Adherence to environmental management policies, including hazardous material handling and spill response procedures.

• Contractor personnel require base access passes and must comply with installation regulations.

• A Project Manager with a minimum of 5 years of experience is required.
