• Scope of Leak Detection: Leak detection is limited to exterior systems and ends at building tie-ins (meters). Entry into buildings is not required.
• Service Line Footage: The approximately 167,000 linear feet referenced includes both distribution and service lines.
• Mapping: The government will provide a shapefile/map of lines including meter locations. Bidders are not expected to perform full GPS tracing but to utilize existing base maps and provide annotated reports. No specific GPS software is preferred.
• Data Submission: Reports are to be submitted electronically via email to the COR within 30 calendar days of survey completion, with two paper (PDF) copies due within 45 calendar days.
• Equipment: Bidders are responsible for supplying their own specialized tablets or devices for leak detection. The government will not provide these, with the exception of the shapefile/map.
• Operator Qualification: Any Operator Qualification (OQ) services that comply with PHMSA and 49 CFR Part 192 Subpart N are acceptable. Specific third-party systems are not mandated.
• Truck Access: Entry time on Day 1 can vary from 15 minutes to 1 hour, depending on gate traffic.
• Multi-day Passes: Multi-day passes will be issued on Day 1 for survey access.

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform an annual Natural Gas Leak Detection Survey on Little Rock Air Force Base, AR, to identify potential natural gas leaks, ensure public safety, comply with regulations, and maintain infrastructure integrity.

• Conduct annual natural gas leak detection surveys on approximately 167,000 linear feet of distribution and service lines, including risers, meters, valve boxes, and metering stations.

• Perform odor detection at a minimum of three locations as determined by the COR.

• Surveys are to be scheduled and accomplished during warm, dry months (June 1 - August 31) of each year.

• Classify detected leaks into three categories: Immediate Repair (Class 1), Monitor Monthly (Class 2), and Repair within Six Months (Class 3).

• Provide electronic and paper reports detailing surveyed infrastructure, leak locations, classifications, and recommended repairs.

• Submit electronic reports within 30 calendar days of the survey.

• Submit two paper copies of the report within 45 calendar days.

• Submit reports in a manner consistent with PWS 98% of the time.

• Surveys to be conducted annually between June 1 and August 31.

• Location: Little Rock Air Force Base, AR 72099.

• Contractor must provide qualified personnel, transportation, tools, equipment, and materials.

• Work must comply with Federal, State, and local regulations, codes, and permits.
