Scope of Work
The selected subcontractor will be responsible for:
- Bi-annual greasing and exercising of 130 underground steel natural gas valves within valve boxes.
- Painting valve covers and labeling valve boxes as needed.
- Reporting non-functioning valves or maintenance issues to the FFDG Subcontracting Officer (SC).
- Providing detailed reports for each exercised valve, including date/time, valve position, and amount of grease added.
- Scheduling all maintenance and outages with the FFDG SC.
- Ensuring all labor, materials, equipment, supervision, safety compliance, and coordination are provided. Materials require prior approval.
- Compliance with applicable industry standards, FFDG safety standards, manufacturer recommendations, and utility best practices.
- Maintaining a comprehensive safety program compliant with OSHA, DOE, FFDG, and state/local gas utility regulations.
- Adhering to extensive Environment, Safety, and Health (ES&H) requirements, including specific hazard controls and reporting.
- Developing and implementing a Project Quality Control (PQC) Plan, and providing a Corporate Quality Assurance Plan with the bid.

- Evaluation Criteria: "Best value" using a Tradeoff evaluation process. Technical Factors (Experience, Approach, Safety, Reporting) are as important as Price and Past Performance. Proposals must be submitted in two parts: Technical Proposal and Pricing Proposal.
- Required Certifications: Offerors must complete various certifications, including Proposal Certifications (Exhibit 7) and Subcontractor Annual Representations & Certifications (SARC - Exhibit 6), and comply with specified insurance requirements (Exhibit 5). Wage Determinations (Exhibits 9a & 9b) for DuPage and Kane counties, IL, are applicable.
Additional Notes
Subcontractor employees must comply with Fermilab's Real-ID Requirements, undergo FFDG's Subcontractor Orientation and CUB Training. Any exceptions or deviations to the RFP must be identified and explained.
