Purpose & Scope

The NR MASC provides a wide range of natural resource services critical for military installations within the NAVFAC SW area of responsibility (Arizona, California, Colorado, Nevada, New Mexico, Utah, Oregon, and Washington). Services include:

  • Botanical, ornithological, mammal, amphibian, reptile, and invertebrate surveys
  • Wetland delineations and biological monitoring
  • Soil sampling and analysis
  • Natural resource management plans and restoration
  • Wildland erosion control and fire management plans
  • Analysis of military training impacts on natural resources
  • GIS and aerial photo interpretation of land use and natural resources

Contract Details

  • Action: 12-month extension, extending the period of performance to March 1, 2027.
  • Original Contract Structure: Two-year base, three-year option, and a one-year bridge period.
  • Maximum Capacity: The original four contractors had a combined maximum capacity of $60,000,000.00.
  • Pricing: Three of the four original contractors (Vernadero Group, Inc., Gulf South Research Corporation, and BioResource Consultants Inc.) have agreed to maintain year five pricing for this extension.

Justification for Non-Competitive Action

  • Authority: 10 U.S.C. Section 3204(a)(1) and FAR 6.302-1 (Only one responsible source).
  • Rationale: This non-competitive extension is justified to prevent:
    • Unacceptable delays: Individual procurements would take approximately 26+ weeks, compared to 3 weeks for task orders under the existing MASC.
    • Substantial duplication of cost: Significant increase in contracting labor costs for individual procurements.
  • The existing NR MASC offers a critical rapid-execution capability, essential for emergent requirements and critical events, allowing task orders to be awarded late in the fourth quarter.

Efforts to Ensure Future Competition

  • A follow-on contract is currently being competitively sourced.
  • A sources sought notice was posted on SAM.gov on April 9, 2025.
  • Market research indicates a consistent pool of 3-4 qualified contractors since 2014.

Conclusion

This action is approved to prevent unacceptable delays and substantial duplication of costs. The Contracting Officer has determined the anticipated cost to be fair and reasonable. The competitively sourced follow-on contract is expected to eliminate the need for future bridge contract requests.
