Scope of Work
The contractor will provide services for the control of noxious plants (e.g., Bull thistle, Canada thistle, Russian olive, Tamarisk), non-noxious broadleaf plants, native plants impacting dam infrastructure, and non-noxious aquatic plants along the San Juan River shorelines and in canals/ditches. A 90% kill rate for targeted species is required, with re-treatment at the contractor's expense if not achieved. Three mobilizations/efforts per year are anticipated.

The base period of performance is from April 15, 2026, to December 31, 2026, with four potential option years extending performance through December 31, 2030. Submission & Evaluation
Proposals must include a detailed technical approach, Quality Control Plan, personnel qualifications, relevant licenses/permits for New Mexico, past performance examples (up to 3 projects within 5 years), and a pricing proposal. Special Requirements & Attachments
The contractor must be certified to apply weed and vegetation control measures and possess a commercial applicator's license for New Mexico. Specific application techniques, including buffer zones around fence lines and an osprey nest, must be followed. Reporting is required after each treatment period. A Safety Plan must be furnished within 20 days of contract award.
