Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for mobile shredding services for the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst Command.

• Provide mobile shredding services for designated material at the NAWCAD Lakehurst campus on Joint Base McGuire-Dix-Lakehurst (JBMDL).

• Services include collection, shredding, and disposal of paper materials.

• Contractor must provide secure paper collection containers (40 total: 36 large, 4 small) of specified sizes (>=95 gallons for large, >=15 gallons for small).

• Containers must be lockable and clearly identified with the contractor's company name and contact information.

• Monthly service visits for all containers are required.

• Shredding must utilize cross-cut technology to prevent recognition or reconstruction.

• Shredded material must be destroyed by burning, mulching, pulping, shredding, or disintegrating. Recycling is acceptable if material is processed into new paper.

• Contractor must obtain AAA Certification from the National Association for the Information Destruction (NAID) prior to contract award.

• Contractor must comply with all applicable Federal, state, and local laws and regulations, including OSHA, EPA, Federal Privacy Act of 1974, NARA requirements, and NIST SP 800-53.

• Environmental compliance is required, including proper handling and disposal of solid and hazardous waste, and recycling.

• Project location: Joint Base McGuire-Dix-Lakehurst (JBMDL), Lakehurst, NJ.

• Period of Performance: One base year of twelve (12) months with four (4) additional twelve-month option periods.

• Contractor personnel must obtain necessary passes and identification for base entry.

• Foreign nationals are not permitted access to the base.

• All personnel must be uniformed and carry visible photo identification.

• Contractor must maintain confidentiality of all information and not inspect or disclose shredded materials.

• Work hours are typically 0800 to 16:30 hours, Monday through Friday, excluding federal holidays, but are subject to change.

• A kick-off meeting will be hosted by Navy personnel.

• Contractor must provide disposal tickets/slips for all debris removed from the base.

• All materials and equipment used must be new and unused.

• Contractor must ensure all work areas are left clean and orderly.

• Safety compliance is mandatory, including submission of an accident prevention plan (APP) and activity hazard analysis plan (AHA).

• HAZMAT reporting contact numbers are provided.
