Sources Sought Notice

NAVSUP Fleet Logistics Center, San Diego (FLCSD) is conducting a market survey to identify interested and capable businesses for Food Service Attendant Services at Naval Base Ventura County (NBVC). This notice is for planning purposes only and is not a solicitation. The government will use the information to assist in acquisition planning and identifying small business capabilities, potentially leading to a small business set-aside.

• Provide personnel, supervision, and all necessary items/services for Food Service Attendant duties at two dining facilities.

• The draft Performance Work Statement (PWS) in Attachment 1 details the specific tasks.

• Anticipated labor categories include Lead Worker, various Food Sanitation Specialists, Food Service Specialist, Vegetable/Meat/Salad Preparer, and Cashier.

• Estimated level of effort is approximately 20 Full Time Equivalents (FTEs) per year.

• Anticipated contract type: Firm-Fixed-Price (FFP).

• Period of Performance: One base year with four (4) one-year options.

• Multiple awards may or may not be considered.

• This is a follow-on contract to N00244-22-P-0126, incumbent is J W Mills Management, LLC.

• Interested parties must submit a Capability Statement (max 10 pages).

• Closing Date for Market Survey Response: April 22, 2026, 11:00 AM PDT.

• Deadline for Questions: April 16, 2026, 11:00 AM PDT.

• LARGE BUSINESSES DO NOT NEED TO RESPOND.

• The government may consider a set-aside for small businesses (8(a), HUBZone, SDVOSB, WOSB/EDWOSB).

• If a set-aside is used, FAR 52.219-14 (Limitations on Subcontracting) will apply. Primes must detail how they will not pay more than 50% of the contract value to subcontractors that are not similarly situated entities (SSEs).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personnel services to provide Food Service Attendant services for U.S. Navy dining facilities at Naval Base Ventura County (NBVC) in support of Commander Navy Region Southwest (CNRSW).

The contractor shall provide personnel, supervision, and necessary items and services to perform Food Service Attendant duties, excluding government-furnished property and services. Key service areas include:

• Cashier Services
• Food Service Attendant Services
• Scullery Services
• Housekeeping Services
• Vegetable Preparation Service (for Port Hueneme Galley Only)

The contract will have a Base Year of 12 months, with four (4) additional 12-month option years. The period of performance is anticipated to be from October 1, 2026, to September 30, 2031.

• Services must conform to professional and commercial standards, and comply with all applicable federal, state, and local laws and regulations.

• Performance will be evaluated under a Quality Assurance Surveillance Plan (QASP).

• Key performance objectives include accurate cashier accounting, attentive customer service, prompt scullery services, and thorough galley cleaning.

• Quality Control: Contractor must establish and maintain a comprehensive Quality Control Program (QCP).

• Personnel: Key personnel include a Project Manager and Supervisors. Employees must possess current Food Service Sanitation Training certificates. Cashiers must be U.S. citizens.

• Security: No clearance is required, but contractors must adhere to base access and physical security protocols. Employees will require a Common Access Card (CAC) and may need background investigations depending on IT access levels.

• Inventory: Regular inventories of galley spaces, furniture, equipment, dinnerware, silverware, and pots/pans are required.

• Meal Hours: Contractor must adhere to posted meal hours, with provisions for extended meal hours during emergencies.

• Government Furnished Items: The government will provide facilities, food, subsistence, and certain materials (chinaware, cleaning supplies, etc.).

• Contractor Furnished Items: The contractor must provide personnel, office equipment, supplies, uniforms, and miscellaneous uniform items.
