Quick Summary

The Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC) Marianas is soliciting proposals for Mobile Wireless/Cellular Devices and Services to support mission-critical connectivity across its Area of Operations, including Guam, the Commonwealth of the Northern Mariana Islands (CNMI), the Federated States of Micronesia (FSM), Palau, and Yap. This is a Total Small Business Set-Aside. Proposals are due by March 20, 2026, at 1800 ChST/Guam Time.

Purpose and Objective

The primary objective is to acquire secure, reliable, and technologically current wireless devices and services to ensure mission-critical connectivity for data, voice, and text communications. This solution will support military, U.S. civilian, and designated contractor personnel operating in diverse environments, from local offices to remote field locations and international travel. The contract aims to maintain command and control, support daily administrative functions, and provide surge capacity for contingency operations.

  • Provision and management of cellular services (voice, data, text).
  • Supply and lifecycle management of mobile devices (e.g., smartphones, tablets, Mi-Fi hotspots).
  • Support for network infrastructure.
  • Enterprise mobility management integration. Key requirements include "good" voice and data coverage across Guam and CNMI, CONUS, and global services, with in-building coverage at specific NAVFAC Marianas facilities. Devices must be new, TAA-compliant, carrier-unlocked, and include full-featured smartphones, basic cellular devices, and Mi-Fi hotspots. Service plans must support CONUS, Global, and Unlimited Local (Guam/CNMI) services, with features like mobile hotspot/tethering and roaming. The solution must also include Contingency Communication Capability (CCC) and comply with DoD security standards (DoD Directive 8100.2, FIPS 140-2, DISA STIGs, NIAP certified, DoDIN approved).
