Quick Summary
The Department of the Navy, through NAVSUP FLT LOG CTR SAN DIEGO, is soliciting quotations for the design, configuration, and installation of a new Voice Over IP (VOIP) phone solution at the Naval Observatory Flagstaff Station (NOFS) in Flagstaff, Arizona. This is a 100% Small Business Set-Aside, Firm Fixed Price (FFP) contract. Quotations are due May 21, 2026, at 11:00 AM PDT.
Scope of Work
The contractor will provide professional materials, configuration, installation, and testing of a standalone VOIP phone solution. This includes installing 45 VOIP phones and associated equipment across 8 buildings at NOFS. Specific requirements include 43 single-line phones, 2 multi-line phones (with 4 wall-mounted and 1 requiring a button add-on module), 1 SIP trunk, and voicemail functionality. The system must meet DoD requirements, support E911 and Kari's Law, and be on the DODIN JITC Approved Product List (APL).
Key Requirements & Clarifications
- Standalone System: The proposed VOIP solution will be standalone and will not utilize the existing network infrastructure. The Government will NOT provide or configure Power over Ethernet (PoE) ports/switches, nor will existing switches be used for this service.
- Cabling: The contractor is responsible for all necessary cabling, as CAT5e cabling is not in place, and existing cable plants do not supply a data port to each VOIP phone endpoint in all locations.
- Power: Racks are in place, and dedicated 120V/60Hz/15A AC circuits will be provided within six feet of equipment locations. UPS is also in place.
