Naval Surface Warfare Center Carderock Division Bow Dome Covers

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically a Request for Quotes (RFQ) for custom-made heavy-duty tarps to cover spare bow domes. The Naval Surface Warfare Center, Carderock Division (NSWCCD) is issuing this RFQ.

• Fabrication of custom-made heavy-duty tarps.

• Material must be Herculite or equivalent, conforming to MIL-T-82288, Type I, Class 1, and A-A-55308.

• Webbing for lifting loops must have a breaking strength of 6,000 lbs or greater.

• Specific deviations from sketch PS-29092 are permitted regarding panel width, webbing width, and material substitution for Kevlar (PC-2).

• A specific blue color is not required, but a lighter opaque color is preferred to reduce solar heating.

• One tarp is to be delivered to Puget Sound Naval Shipyard for fit testing.

• Upon successful fit testing, the remaining three tarps are to be fabricated and delivered to Portsmouth Naval Shipyard.

• An optional requirement is to fabricate an additional three tarps for delivery to Pearl Harbor Naval Shipyard.

• All tarps must meet specifications and requirements detailed in the Statement of Work (SOW) and referenced sketches/specifications.

• It is anticipated that one firm-fixed-price purchase order will be issued.

• Interested parties must submit a quote and/or capabilities statement.

• Deadline for submission: 11:00 AM ET on 22 January 2026.

• Responses must include: Company Letterhead, Pricing, Cage Code, FOB Destination, Point of Contact, GSA contract number (if applicable), Business Size.

• All pricing must be rounded to the nearest whole dollar.

• Shipping charges, if any, must be included in the price.

• Each response must clearly indicate the capability to meet all specifications and requirements.

• The NAICS code is 812331.

• The Small Business Standard is $40 Million.

• A Class Waiver is not applicable.

• Controlled Unclassified Information documents referenced in the SOW must be obtained from the contract specialist.

• Multiple shipping destinations are involved.
