Synopsis – Special Boat Training Command (SBTC) Logistics and Training Support Bridge Contract

The NAVSUP Fleet Logistics Center Norfolk intends to solicit a sole source bridge contract for the Special Boat Training Command (SBTC). This contract will provide Logistics and Training Support. The government intends to negotiate this requirement on a sole source basis with RMGS Inc., the incumbent contractor and a Service-Disabled Veteran Owned Small Business, using FAR Part 15 procedures.

• Period of Performance: Intended from March 1, 2026, through September 18, 2026.

• This is a sole source solicitation, with negotiations intended with RMGS Inc.

• The procurement is intended for RMGS Inc., a Service-Disabled Veteran Owned Small Business.

• This bridge action is necessary to meet mission requirements and avoid unacceptable delays while a competitive follow-on procurement is conducted. The follow-on procurement is planned to start on September 19, 2026.

Performance Work Statement (PWS)

This PWS outlines the requirements for providing logistics support and training to the Naval Small Craft Instruction & Technical Training School (NAVSCIATTS) to meet specified training curriculum conditions and standards. The goal is to support international training for countries worldwide.

• Provide 39-49 contractor personnel to support training, logistics, and curriculum development.

• Contractors will have collateral duties including workspace cleanliness, property inventory, and support for command realignments or closures.

• The contract is for non-personal services, with contractors acting as independent entities.

• Specific training areas include Strategic Leadership, Waterborne Instruction, Patrol Craft Operations, Maintenance, Communications, Combat Life Saver, Instructor Development, SOF Tactical Patrol, Unit Level Supply, UAS Operations, Range Operations, Intel Fusion, and Rule of Law.

• Personnel must meet specific qualifications and experience levels for each role.

• Adherence to applicable DoD, Navy, USSOCOM, and NSW cybersecurity and IT policies is required.

• Contractors must sign non-disclosure statements.

• Quality Control Plan (QCP) is required to ensure work meets PWS requirements.

• Government surveillance will be conducted by a Contracting Officer’s Representative (COR).

• Period of Performance: March 1, 2026 – September 18, 2030.

• Primary Place of Performance: Stennis Space Center, MS, and surrounding vicinity. Travel may be required to other CONUS and OCONUS locations.

• Personnel qualifications include specific experience, certifications (e.g., Master Training Specialist, CDL), and physical fitness standards for certain roles.

• High-risk training instructors must meet specific screening and certification requirements (CPR, AED, First Aid).

• Drug testing is required annually for all Full-Time Equivalents (FTEs).

• Personnel must possess a minimum SECRET level security clearance.

• Contractors are responsible for providing tactical gear, safety equipment, and uniforms per NAVSCIATTS standards.

Solicitation / RFP / RFQ

This is a notice of the government's intent to award a sole source contract to RMGS INC (Cage: 57NE1) for logistics support and training services for the Naval Small Craft Instruction and Technical School (NAVSCIATTS). This action is being taken under sole source authority (10 U.S.C. 3204(a)(1), FAR 6.302-1) to ensure continued support while a competitive follow-on procurement is conducted.

• Services are currently provided under contract H9224020D0013 / H9224024F0503.

• The current task order expires on February 28, 2026.

• The anticipated contract period of performance is up to six (6) months, ending approximately in August 2026.

• Interested sources are invited to submit written technical capabilities demonstrating that competition would be advantageous and that they can meet the required services.
