Statement of Work (SOW)

To replace flooring material in two offices and warehouse areas at Naval Station Norfolk, Bldg. CEP-200, 9170 2nd St, Norfolk, VA 23511. The contractor must ensure proper operational status upon completion.

• Office Work:

  • Remove existing carpet and adhesive.
  • Prepare surface according to ICRI guidelines.
  • Apply epoxy base coat (15 mils thickness) with Polymer Flake Nightfall FB-715 (1/8 inch flake thickness) and topcoat.
  • Install 6" Roppe vinyl baseboards in black.

• Warehouse Work:

  • Remove existing coatings and prepare surface per manufacturer specifications.
  • Apply moisture barrier primer (approx. 20 mils thickness).
  • Apply epoxy base coat (5-10 mils thickness) with Polymer Flake Nightfall FB-715 (1/8 inch flake thickness) and topcoat.
  • Install yellow border for designated 4k forklift charging stations.
  • Install 6" Roppe vinyl baseboards in black.

• Maintain a condition passing daily site inspection: no unattended tools/materials in walkways, scrap/debris removed to designated area, and minimum 36-inch clear width at all times.

• Location: Naval Station Norfolk, Bldg. CEP-200, 9170 2nd St, Norfolk, VA 23511. Specific rooms include 151A, 151D, 152, and attached warehouse spaces.

• Desired Completion Date: 120 days from contract award.

• Working Hours: 0700-1500.

• Submit a detailed schedule of work.

• Protect surrounding surfaces from damage.

• Dispose of all removed materials and debris off federal installation according to City, State, and Federal regulations.

• A pre-proposal site meeting is scheduled for May 1, 2026, at 1000 EST at Bldg. CEP-200.
