• Offerors must provide preliminary drawings, layout views, dimensions, estimated curb weight, and GVWR.

• Documented evidence of quality assurance procedures or systems is required.

• Offerors must detail their customer and warranty service access.

• The Government intends to award a single, firm-fixed-price (FFP) order.

• Deliveries are required to multiple locations: Poca, WV (3 EA), Williamsburg, VA (10 EA), and Jacksonville, FL (2 EA).

• Delivery is expected within a specified number of days ARO (After Receipt of Order).

• Quote Due Date: Thursday, April 2, 2026, at 3:00 PM (eastern).

• Submission Method: One electronic copy of the quote (Technical and Price Volumes) via email to mark.f.brown@gsa.gov. Faxed quotes are not permitted.

• Evaluation Criteria: Offers will be evaluated based on the following factors, which are significantly more important than price when combined:

  1. Technical Compliance with technical specifications.
  2. Special features above and beyond technical specifications.
  3. Warranty considerations.
  4. Past performance on similar scope projects.
  5. Delivery terms.

• Preference may be given to quoters who exceed the Government's specifications.

• The award will be made to the responsible vendor whose quote represents the best value.

• This acquisition is a total small business set-aside.

• Quoters must be a Small Business under NAICS code 336212.

• Quoters must possess a valid and active SAM registration.

• All communications regarding this solicitation must be submitted in writing via email to the Contracting Officer.

• Offerors not manufacturing the products must provide a GSA Source of Supply Letter (Attachment 7).

• Failure to submit required documentation may result in ineligibility for award.
