Performance Work Statement (PWS)

This PWS outlines the requirements for Warehouse Support Services (WSS) for the Naval Medical Readiness Logistics Command (NMRLC) at Cheatham Annex (CAX), Williamsburg, Virginia. The primary goal is to ensure the readiness and sustainment of Expeditionary Medical Systems (EXMEDS) through comprehensive warehouse operations.

The contract covers all aspects of warehouse operations, including:

• Program Management: Contractor PM acts as the primary liaison, ensuring timely deliverables and personnel management.

• General Warehouse Support: Receiving, shipping, storing, picking, disposal, kitting, inventory, and quality control of general and specialized materials.

• Civil Engineering Equipment (CEE) Support: Maintenance, inspection, repair, and management of CESE, CEEI, Configurable Shelters, and Expeditionary Tool Kits. This includes ensuring 95% of monthly scheduled CEE work orders are ready for issue.

• Biomedical Equipment Support: Inspection, calibration, preventive maintenance, and repair of medical, dental, and scientific equipment.

• Hazardous Material (HAZMAT) Support: Lifecycle management, handling, storage, shipping, and disposal of HAZMAT.

• Shelf-Life Management: Analysis, verification, and disposal of shelf-life material.

• Safety and Occupational Health: Ensuring compliance with safety programs, training personnel, and investigating mishaps.

• Contractor Material Request (CMR) Support: Ordering, receiving, and invoicing for consumables, repair parts, and calibration services.

• 95% of monthly scheduled CEE work orders must be in a ready-for-issue status.

• 75% of contracted staff must have material handling licenses and be OSHA compliant.

• Deliverables must be accurate and timely.

• Period of Performance: Base period from October 1, 2025, through September 30, 2026, with four (4) one-year option periods.

• Place of Performance: Naval Medical Readiness Logistics Command, Cheatham Annex (CAX), Williamsburg, VA, specifically in buildings 565, 504, 115, 117, CAD 7, and CAD 30.

• Personnel Qualifications: Specific experience and certifications are required for various roles (e.g., Program Manager, Operations Manager, Biomedical Technicians, Safety Specialists).

• System Usage: Proficiency and utilization of Defense Medical Logistics Standard Support (DMLSS), Hospital Information Management System (HIMS), or other authorized databases are mandatory.

• Certifications: Material Handling Equipment (MHE) licenses, OSHA compliance, and specific certifications for HAZMAT and safety roles are required.

• Security: Personnel may require background investigations and Common Access Cards (CACs).

This solicitation is a Request for Quotation (RFQ) for Warehouse Support Services (WSS) for the Navy Medical Readiness Logistics Command (NMRLC). The objective is to procure services supporting all aspects of warehousing operations, specifically maintaining Civil Engineering Equipment (CEE) for NMRLC EXMEDS programs. This includes Civil Engineer Support Equipment (CESE), Civil Engineer End Items (CEEI), Configurable Shelters, Containers, and Expeditionary Tool Kits.

• Warehouse support services.

• Maintenance of Civil Engineering Equipment (CEE), including CESE, CEEI, Configurable Shelters, Containers, and Expeditionary Tool Kits.

• The solicitation is reserved for Seaport SDVOSB MAC holders.

• The contract type is contemplated as Cost-Plus-Fixed-Fee (CPFF).

• The period of performance includes a base period and multiple option periods, extending up to December 2031.

• Step One Submission: Due by 5:30pm EDT on March 27, 2026. Requires demonstration of past performance (max 3 pages) and Seaport IDIQ number. Only viable Step One submissions will be invited to Step Two.

• Step Two Submission: Due by 5:30pm EDT on April 24, 2026. Detailed instructions are in Sections L and M.

• Evaluation will be based on a best-value trade-off process, with Performance Approach being more important than Past Performance. Cost will also be evaluated for realism.

• This solicitation is reserved for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

• Quotes from other contractors will not be considered.

• Offerors may submit questions until March 25, 2026. Responses will be provided via amendment.

• Preparation costs are not reimbursable.

• The Navy will use a fair opportunity process IAW FAR 16.505(b).
