NAVY Trident II D5 Rocket Motor Storage

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide motor storage and support services for D5 rocket motors and related enterprise storage needs.

• Operate 52 Igloos for D5 rocket motor storage and SP enterprise storage.

• Receive, transfer, and store D5 rocket motors from specialized vehicles to on-base transporters and storage magazines.

• Reverse the storage process for shipment off-base.

• Operate a 120,000 Sq. Ft. warehouse for inert hardware, support equipment, and Navy-owned material handling equipment.

• Operate 5 specialized magazines for classified materials, including Nuclear Weapons Related Material (NWRM).

• Meet Treaty inspection and reporting requirements.

• Support joint efforts with Utah Test and Training Range (UTTR) for proofing, training, and activations.

• Maintain a documented and approved explosive handling qualification/certification (QUAL/CERT) program compliant with OPNAVINST 8023.24, including a designated board chair and members.

• Comply with DFARS 252.223-7002/7003 and DFAR Clause 252.223-7007 regarding safeguarding sensitive conventional arms and ammunition.

• Adhere to all requirements in the "Requirement Documents" section.

• Coordinate with AZDEMA for review of generated documentation and internal operating procedures impacting safety or security of FBM assets at Camp Navajo.

• Deliver specified Contract Data Requirements Lists (CDRLs): A001, A002, A003, and A004.

• Accept storage items coordinated and delivered by Camp Navajo (AZDEMA), with shipments typically occurring April-October, and special coordination for off-season shipments. Equipment/materials can be co-mingled with proper inventory monitoring.

• Maintain a documented and approved explosive handling qualification/certification (QUAL/CERT) program.

• Comply with specified DFARS and DFAR clauses.

• Deliver specified CDRLs.

• Adhere to Navy safety policy as reviewed by the COR.

• Period of performance identified in Section F under CLIN 0001.

• Location: Camp Navajo (AZDEMA).

• Facilities, personnel, services of others, and materials as set forth in Section F.

• Compliance with explosive handling qualification/certification requirements.

• Compliance with DFARS and DFAR clauses related to explosives and sensitive materials.

• Coordination with AZDEMA and COR for safety and security documentation.

• Specific considerations for shipment timing and co-mingling of materials.

Sources Sought Notice (SSN)

This Sources Sought Notice (SSN) is issued by the Strategic Systems Programs (SSP) for market research to identify capable firms for the receipt, handling, and storage of D5 large rocket motors at Camp Navajo, Bellemont, AZ. This notice is for informational purposes only and does not constitute a solicitation for proposals, nor will any contract be awarded from this announcement.

The primary requirement is to provide integrated facilities, environmental, and explosives safety engineering support services for the TRIDENT II (D5) Fleet Ballistic Missile (FBM) Program. Specific tasks include:

• Receiving large rocket motors from specialized railcar and truck vehicles.

• Transferring motors to on-base transporters and then to storage magazines.

• Reversing these processes for shipment off-base.

• Operating a 120,000 Sq. Ft. warehouse for inert materials.

• Operating 5 magazines for classified materials, including Nuclear Weapons Related Material (NWRM).

• Meeting new START Treaty inspection and reporting requirements.

• Supporting joint proofing, training, and activation efforts.

• Providing handling crew, quality assurance, environmental monitoring, intrusion detection, training, security documentation, facility maintenance, facility engineering, vehicle maintenance, and rail crew services.

• Potentially supporting or providing necessary facilities, including magazines, storage buildings, utilities, transfer facilities, rail connections, and security/safety infrastructure.

• Potential Contract Type: Cost Plus Fixed Fee, Term Contract Line Item Numbers (CLINS).

• Period of Performance: Base year FY27 (October 1, 2026 – September 30, 2027) with four (4) one-year option periods.

• Document Type: White Paper Capability Statement.

• Content Requirements: Must demonstrate minimum qualifications and recent, relevant past performance. Firms must detail their existing capability or potential to acquire capability by contract award.

• Small Business Concerns: Encouraged to respond, with specific requirements for prime/subcontractor roles and adherence to limitations on subcontracting if set aside.

• Evidentiary Documentation: Specific details on facilities, trained crew, handling processes, storage operations, and support services are required. Past performance must be substantiated with detailed contract references (Table A), including summary of work, contract number, role (prime/sub), contract type, POP, FTEs, net dollar value, annual incurred costs, and customer POC.

• Page Limit: Maximum 5 pages for the White Paper (excluding Company Administrative Data).

• Security Requirements: Respondents must possess or be able to obtain a facility clearance of SECRET or higher and a computing facility cleared to process SECRET data.

• Respondents must provide recent and relevant past performance data to demonstrate capability.

• Annual incurred costs of at least $6.5M for similar efforts are required to demonstrate relevant experience.

• Recent experience is defined as work performed within 5 years of the SSN posting date.

• All costs associated with responding are at the respondent's expense.
