• Scope of Work: The draft Statement of Work (SOW) and Level-of-Effort matrix are substantially similar to the current incumbent effort, with required taskings still in development.
• Government-Furnished Information: The Government will not provide an estimated total contract ceiling value or historical obligation/funding data for the incumbent contract.
• Security Requirements: Final security requirements are to be determined, but the Government anticipates Contractor personnel will require Secret Clearance at the start of the requirement. Clearance sponsorship will be provided as required.
• On-Site Requirement Measurement: The 75% on-site requirement will be measured by labor hours or FTE count, pending the solicitation.
• Past Performance Evaluation: Proposal evaluation criteria, including recency, teaming partner evaluation, dollar-value threshold, scope similarity, and weighting of different types of past performance, will be as stated in the solicitation.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the program management support services required to assist the Program Executive Office, Infrastructure Expeditionary (PEO IE) and the Shipyard Infrastructure Optimization Program (SIOP) Program Management Office (PMO) 555 in executing the SIOP mission. • Contractor shall provide monthly progress, status, and management reports (CDRL A001).

• Contractor shall provide performance and cost reports (CDRL A002).

• Contractor shall record meeting minutes (CDRL A003).

• Contractor shall provide technical reports/study services (CDRL A004).

• Contractor shall provide presentation materials (CDRL A005).

• Period of Performance: Base period of one (1) year, plus four (4) one-year options, totaling 5 years.

• Place of Performance: Government facilities at Washington Navy Yard and the four public nuclear shipyards (Pearl Harbor, HI; Puget Sound, WA; Kittery, ME; and Portsmouth, VA). At least 75% of the work must be performed on-site.

• Travel between Washington D.C. and the shipyards is required.

• Non-personal services contract.

• Contractor personnel require CONFIDENTIAL clearance and a Tier 3 background investigation for shipyard access.

• Contractor personnel will have access to Controlled Unclassified Information (CUI).

• Contractor personnel must follow OPSEC concepts and principles.

• Contractor personnel must identify themselves as contractors.

• Mandatory training may be required (e.g., Antiterrorism, OPSEC, PII).
