Purpose

The NAWCAD WOLF IDS Division is conducting market research to identify potential and eligible firms capable of providing the required technical support. The results will help determine appropriate acquisition methods, potential small business set-asides, and gather industry feedback to refine a future RFP. This is a follow-on requirement, with an updated Statement of Work (SOW) compliant with the latest NAWCAD CSS PWS SOW template.

Scope of Work

The contractor will provide comprehensive technical and project management support under an "organic Lead Systems Integrator" (oLSI®) model. Key services include:

  • Technical/Project Management Support: Across various funding types (PROC, O&M, FMS, RDT&E, WCF, Non-DoD).
  • Budget Execution Support: Across various funding types.
  • Material Procurement Support: Across various funding types.
  • Data Management Support: Across various funding types.
  • Training Support: Development and delivery, including curriculum.
  • Graphics, Media, Communications, and Clerical Support. These services directly support multiple major defense acquisition programs and weapon systems, including air, ship, shore, expeditionary, and range control systems.

Contract Details (Anticipated)

  • Type: Competitive SeaPort-Multiple Award Contract Task Order (TO) with CPFF Term labor CLINs, Cost Reimbursable (non-fee bearing) Other Direct Cost (ODC) CLINs, Not Separately Priced Data and CAP CLINs.
  • Estimated Level of Effort: 501,147.00 total labor hours, equating to 261 Full-Time Equivalents (FTEs) (228 on-site, 33 contractor facilities).
  • Period of Performance/Ordering Period: March 11, 2027 – March 10, 2032.
  • Incumbent Contractor: PSI Pax, Inc. (contract ends March 10, 2027).
  • Place of Performance: Approximately 87% at the Government site (NAWCAD WOLF, St. Inigoes, MD 20684); 13% at the contractor site (within 50 drivable miles of NAWCAD WOLF). Telework is permitted under specific conditions.
