This Sources Sought Notice is for informational purposes only and is not a Request for Proposal (RFP). The NAWCAD WOLF Identification Systems (IDS) Division is conducting market research to identify potential and eligible firms for technical/project management support, budget execution support, material procurement support, data management support, training support, and graphics, media, communications, and clerical support. The results will help determine acquisition methods, potential small business set-asides, and gather industry feedback to improve a future RFP.

This is a follow-on requirement for Technical Project Support Services. The Statement of Work (SOW) has been updated to be compliant with the latest NAWCAD CSS PWS SOW template, with reorganized requirements and added detail in all areas of support. Specific experience is needed to support current/future growth and increased labor categories.

• Anticipated Contract Type: Competitive SeaPort-Multiple Award Contract Task Order (TO) with CPFF Term labor CLINs, Cost Reimbursable (non-fee bearing) Other Direct Cost CLINs, Not Separately Priced Data and CAP CLINs.

• Estimated total labor hours: 501,147.00

• Estimated FTEs: 261 (228 on-site, 33 contractor facilities)

• Period of Performance/Ordering Period: 11 March 2027 – 10 March 2032

• Interested parties should submit capabilities statements addressing specific questions regarding past performance, management approach, staffing, and company profile.

• Feedback on the draft SOW and draft labor categories is also requested.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for technical project support services for the Naval Air Warfare Center Aircraft Division (NAWCAD) Identification Systems (IDS) Division. The objective is to provide comprehensive support under an "organic Lead Systems Integrator" (oLSI®) model, enabling the government to maintain control of intellectual property and rapidly adapt solutions.

The contractor will provide technical and project management support, including:

• Budget execution and material procurement support.

• Data management, training, and graphics, media, communications, and clerical support.

• Support for various defense acquisition programs and weapon systems, including air, ship, shore, expeditionary, and range control systems.

• Technical/project management support across different funding types (PROC, O&M, FMS, RDT&E, WCF, Non-DoD).

• Budget execution support across various funding types.

• Material procurement support across various funding types.

• Data management support across various funding types.

• Training development and delivery, including curriculum development and facilitation.

• Graphics, media, communications, and clerical support.

• The contractor must maintain compatibility with the Government IT environment, including specific software versions (Microsoft Windows, Project, Office, Adobe Suite, Power BI).

• Real-time communication with IDS Division personnel is required.

• The contractor must provide monthly progress and financial status reports, OCI/NDA status certifications, and a Program Management Plan.

• Security requirements include U.S. citizenship for personnel, unless waived, and a favorably adjudicated Tier-3 investigation. Personnel must maintain security clearance eligibility commensurate with the work level, up to Secret.

• Specific labor categories have defined security clearance levels and required business days for compliance.

• Approximately 87% of work will be performed at the Government site (NAWCAD WOLF, St. Inigoes, MD).

• Approximately 13% of work can be performed at the contractor site.

• The contractor facility must be within 50 drivable miles of NAWCAD WOLF.

• Telework and remote work are permitted under specific conditions outlined in the SOW.

• Compatibility with specific IT environments and software versions.

• Security clearance requirements up to Secret level.

• U.S. citizenship for personnel, with a waiver process.

• A Transition-Out Plan is required.

• The contractor must comply with all Government security, OPSEC, and cybersecurity policies and plans.

• Personnel must meet specific education and experience requirements for various labor categories, including key personnel.
