Quick Summary
The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) is soliciting responses for a Blanket Purchase Agreement (BPA) for Welding Commodities. This opportunity aims to establish multiple BPAs with qualified vendors to support NAWCAD WOLF's operational needs. This is a Total Small Business Set-Aside, and submissions are accepted on a rolling basis for 90 days from the posting date.
Scope of Opportunity
NAWCAD WOLF supports various programs including Information Systems, Unmanned Systems, Cyber Security/Warfare, Combat Systems, and Command, Control, Communications, Computers, and Intelligence (C4I). The BPAs will facilitate expeditious procurement of welding commodities. Individual call orders under the BPA will be firm fixed-price and shall not exceed $9,000,000. The overall period of performance for the BPAs is from May 31, 2026, to May 30, 2031, with individual call orders typically requiring a 48-hour performance. Delivery will normally be FOB Destination to St. Inigoes, MD.
Contract Details & Requirements
This is a combined synopsis/solicitation for BPAs, not a formal Request for Proposal (RFP) or a contract itself; it's a streamlined method for acquiring supplies and services as needed. Payments will be made via Government Credit Cards or Wide Area Workflow (WAWF). Eligibility: This is a Total Small Business Set-Aside. The Nonmanufacturer rule (FAR Part 19.505(c)) applies, meaning nonmanufacturers must not exceed 500 employees. Submission Requirements: Interested parties must provide:
- Cage Code and Unique Entity Identifier (UEI) for SAM verification.
- A capabilities statement detailing the company's primary business practice/trade and whether it is a manufacturer or supplier/distributor.
- Indication of which commodities they are requesting inclusion in (specifically "Welding").
- A copy of their current, approved DD Form 2345 is highly recommended for access to export-controlled drawings.
Submission & Evaluation
Responses are invited within 90 days of the posting date (by August 26, 2026, 04:00 pm EST), as vendors will be added on a rolling basis. Submissions should be emailed to colleen.g.coombs.civ@us.navy.mil with "N0042126Q1199" in the subject line. Responsibility determinations will be conducted in accordance with FAR Part 9.104.
Important Notes
Vendors must actively participate by submitting bids to remain on the BPA calling list and avoid cancellation or non-renewal. NAWCAD WOLF intends to re-synopsize periodically to solicit additional submissions. Cybersecurity Maturity Model Certification (CMMC) Level requirements may apply.
