This document is a Justification and Approval (J&A) for the use of other than full and open competition. It authorizes and approves a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Parraid LLC for the procurement of Parraid LLC Network Radio Gateways (NRGs).

The NRGs are components of the Radio Integration System (RIS) Family of Systems (FoS) and Collaboration Suites Integration (CSI). They are used to patch voice from phones, networked clients, and radios into a single audio channel or conference, enabling improved coordination for field units. The NRGs also allow for remote reconfiguration of military radios via a computer network and are required to incorporate radio and data channeling, be compatible with seven different types of tactical radios, and be Joint Interoperability Test Command (JITC) certified and cybersecurity accredited.

• The IDIQ ordering period is expected to be five years from the date of contract award.

• Delivery schedule is anticipated to be 180 days after each delivery order award.

• The Government anticipates procuring a minimum of 1 NRG and a maximum of 520 NRGs.

• Parraid LLC is the sole manufacturer of NRGs that meet the unique requirements for form, fit, function, performance, configuration management, and interoperability within the RIS FoS.

• The NRGs have acquired prior approval and compatibility within existing infrastructures.

• Parraid LLC NRGs are the only ones that provide specific conferencing capabilities (VoIP, Radio over IP), Military Standard 188/184 compliance, and remote radio configuration.

• Any delay in fielding these NRGs would render the RIS FoS unable to maintain vital communications, leading to mission failure and endangering warfighters.

• Searches were conducted on GSA Advantage, DLA's PUB LOG FLIS, and NAVAIR's OSBP website.

• A Request for Information (RFI) for NRGs was posted on February 26, 2025.

• A pre-solicitation synopsis was posted on June 25, 2025.

• Market research indicated that only Parraid LLC can meet the requirements, as other solutions were voice-only or lacked necessary data channeling capabilities.

• The Government has no plans at this time to compete future contracts for these supplies but will continue market research.
