This document is a Request for Quotation (RFQ) for the "Install, Airport Battle Cover" requirement for the NBU-7 (LCU-1633) vessel. The award will be a Firm-Fixed-Price job order under an existing Master Agreement for Repair and Alteration of Vessels (MARV). The contract is restricted to firms possessing a current MARAV with the U.S. Navy (NAVSUP FLCY) in the form of a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR) in the Japan Region. Firms without an MSRA/ABR may be ineligible unless there is adequate time for the Navy to process their application.

• The primary requirement is to "Install, Airport Battle Cover" on the NBU-7 (LCU-1633).

• The work is to be performed under a Firm-Fixed-Price job order.

• The contract will be a Firm-Fixed-Price job order.

• Payment will be made in Japanese Yen (JPY), with an exchange rate of JPY 150.4415 per USD 1.00.

• The contract is exempt from Japanese Consumption Tax.

• Quotations must be submitted by 15 May 2026.

• The award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors.

• Evaluation will be based on "Price (Lowest Total Price)".

• Electronic submission of proposals/quotations is mandatory via e-mail, unless directed otherwise.

• This acquisition is not a small business set-aside.

• Award is restricted to firms with a current MARAV (MSRA or ABR) with NAVSUP FLCY in the Japan Region.

• The period of performance is from 20 July 2026 to 20 August 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document details the requirements for fabricating and installing new airport battle covers on the LCU-1633 NBU-7 vessel.

• Fabrication and installation of airport battle cover assemblies for the forward and starboard sides of the pilot house.

• Specific quantities of assemblies, dogs, threaded rods, and mounting pads are detailed.

• Work locations include the Vehicle Deck (Frames 28-30, Starboard Side) and Pilot House (1-28-1-C).

• Materials specified include 3/16 inch and 3/8 inch thick mild steel plate, 1/4 inch and 1/2 inch thick steel flat bar, steel round bar, and CRES stud welding.

• Existing hinge pads and mounting pads of threaded rod are to be reused unless otherwise specified.

• Cleaning and preservation of new and disturbed surfaces to match surrounding areas are required.

• Work must conform to ABS Grade A and ASTM A36 standards.
