Statement of Work (SOW)

To remove and replace the existing second-floor HVAC system at Quarters #30, Mackay Island National Wildlife Refuge.

• Furnish and install one complete, fully functional split-system HVAC system (cooling and heating).

• Remove and properly dispose of all existing HVAC equipment, including outdoor condensing unit, indoor coil, furnace/air handler, refrigerant piping, and condensate components.

• Recover all refrigerant in accordance with EPA regulations prior to removal.

• Safely disconnect electrical and fuel connections and cap or secure all utilities.

• Transport all removed equipment and materials offsite for disposal or recycling.

• Repair any damage caused by demolition activities at no additional cost to the Government.

• Leave work areas clean, free of debris, and ready for new equipment installation.

• Cooling Capacity: Approximately 2 tons (±25% based on load calculation)

• Efficiency: Minimum 14.3 SEER2

• Heating: Propane furnace (40,000–60,000 BTU) and/or Electric Emergency Heat (10,000-15,000 BTU)

• Minimum 80% AFUE

• Refrigerant: A2L or code-compliant

• Install new outdoor unit on a stable, level, code-compliant mounting surface (new or existing pad).

• Ensure minimum manufacturer-recommended clearances for proper airflow and serviceability.

• Connect to existing ductwork, electrical service, and propane supply.

• Inspect and correct any ductwork deficiencies (sealing leaks, repairing damaged sections, etc.).

• Provide new or replace deteriorated insulation on ductwork and associated components.

• HVAC BTU Option: The solicitation indicates a need for a 45k BTU option. Vendors are asked to confirm if a 40K BTU or 60k BTU option would be acceptable, with further details to be found in the updated Statement of Work.
• Unit Requiring Replacement: During a site visit, it was determined that the York HVAC unit (right side) requires replacement, not the Trane unit (left side) as initially listed in the SOW. Vendors are asked to confirm if they should propose replacement of the York unit.

The response clarifies that Block 10 of the SF1442 should state: "The purpose of this solicitation is to replace the HVAC for Mackay Quarters 30 for the Mackay Island National Wildlife Refuge (NWR), as described in the Statement of Work." The "Place of Performance" should read: "Mackay Island NWR, Quarters #30, 684 Knotts Island Road, Knotts Island, NC 27950." All other information on the form is accurate.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for replacing an existing 2-ton air conditioner and furnace with specified new equipment at the Mackay Island National Wildlife Refuge, Quarters #30, Currituck County, NC.
