This solicitation is for the replacement of garage doors at the Mackay National Wildlife Refuge (NWR). The selected offeror will be responsible for providing all labor, equipment, materials, tools, and incidental items necessary for the project, as detailed in the Statement of Work.

• Replacement of garage doors at Mackay NWR.

• Provision of all necessary labor, equipment, materials, and tools.

• The estimated construction contract price is less than $25,000.

• The contract type is Firm Fixed Price.

• Performance period: Begin within 10 calendar days after notice to proceed and complete within 90 calendar days after notice to proceed.

• Performance and Payment Bonds are not required.

• Quotes must be submitted via email to Christina_Mann@ios.doi.gov by the deadline.

• Required submission items include: completed SF 1442, completed Prices (Quote Schedule), a separate price breakdown, and any other required information.

• The award will be made to the responsible respondent submitting the quotation with the lowest evaluated price determined fair and reasonable.

• The deadline for questions is Monday, April 27, 2026, at 9:00 am EDT.

• Offers are due by 0900 local time on May 13, 2026.

• This Request for Quotation (RFQ) is set aside for small business concerns.

• A site visit is scheduled for Wednesday, April 22, 2026, at 10:30 am - 11:30 am EDT at Mackay Island NWR. RSVP is required 24 hours prior to the visit.

• Offerors must submit a completed SF 1442, completed Prices (Quote Schedule), and a separate breakdown of price.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for replacing an existing 2-ton air conditioner and furnace with specified new equipment at the Mackay Island National Wildlife Refuge, Quarters #30, Currituck County, NC. The work will ensure compliance with all applicable safety, environmental, and building codes.

• Removal of Existing Equipment: Disconnect and properly dispose of the current 2-ton air conditioner and furnace.

• Installation of New Air Conditioner: Install a new 2-ton Trane air conditioner on a concrete pad, connect it to existing ductwork and electrical systems, ensure proper refrigerant charge and system pressure, and test for efficient operation.

• Installation of New Evaporator: Install a new 2-ton Trane evaporator in the existing air handling unit, connect it to refrigerant lines, ensure proper mounting, and inspect for leaks.

• Installation of New Furnace: Install a new 2-ton 45,000 BTU propane furnace, connect it to existing ductwork, gas line, and electrical systems, install an emergency drain pan, inspect for gas leaks, and test for adequate heating.

• R-11 Flush: Perform an R-11 flush on refrigerant lines to remove contaminants and ensure they are clean for the new refrigerant charge.

• Fully installed and operational 2-ton Trane air conditioner with pad.

• Fully installed and operational 2-ton Trane evaporator.

• Fully installed and operational 2-ton 45,000 BTU propane furnace.

• Installed emergency drain pan.

• Completed R-11 flush with clean refrigerant lines.

• Propane conversion kit successfully installed and tested.

• 90 days from the time of contract award.

• Normal work hours: Monday – Thursday, 7 am to 4:30 pm.

• No work on federal holidays.

• Contractor Responsibilities: Provide all necessary equipment and materials, ensure work complies with local codes and regulations, maintain a clean and safe worksite, properly dispose of old equipment and debris, and possess required state licenses.

• Government Responsibilities: Provide worksite access during scheduled installation dates and a clear path for equipment transportation.

• Compliance and Safety: All work must adhere to OSHA standards, local building codes, and environmental regulations for disposal.

• Acceptance Criteria: Project completion requires all equipment to be installed and operational, secure connections with no leaks, tested and efficient system operation, and a clean worksite with properly disposed debris.

• Warranty: A one-year warranty on all labor and materials is required.
