This is a combined synopsis/solicitation (RFQ) for waste and recycling services at Wolf Trap National Park (WOTR). The National Park Service (NPS) is seeking a contractor to provide these services for a one-year base period and four one-year option periods.

• Provision of waste and recycling services in accordance with the terms and conditions described in the solicitation and its attachments.

• Services are required for two distinct periods: the Performing season (Mid-May through mid-September) and the Non-Performing season (mid-September through mid-May), with a higher frequency of service needed during the Performing Season due to increased park visitors.

• The North American Industry Classification System (NAICS) code is 562111 – Solid Waste Collection.

• The Product/Service Code (PSC) is S205 – Housekeeping – Trash/Garbage Collection.

• Contract Type: Firm Fixed Price (FFP) purchase order.

• Period of Performance: Base Year: 05/01/2026 to 04/30/2027. Four one-year option periods are available but not guaranteed.

• Quotes Due: By email to sally_leitch@nps.gov by 2:00 PM MT on 04/14/2026. Late quotes will not be accepted.

• Submission Format: Entire quote in PDF format via email. Specific formatting requirements include 8.5" x 11" pages, 11-pitch font, and no more than 10MB per email.

• Evaluation Criteria: Award will be made to the quoter providing the lowest priced quote that is determined capable of meeting the minimum requirements. The evaluation will focus on Low Price.

• Anticipated Award Date: 06/30/2026.

• This acquisition is a 100% Small Business Set-aside for Women Owned Small Business (WOSB) concerns.

• Companies must be registered in the System for Award Management (SAM) and have an active Unique Entity Identifier (UEI).

• Service Contract Labor Standards Act (SCA) applies. Wage Determination 2015-4281 for Washington DC, Maryland/Virginia is attached.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure solid waste and recycling services for Wolf Trap National Park for the Performing Arts, accommodating seasonal variations in visitor volume and waste generation.

• Provide and service 6 cubic yard dumpsters and one 8 cubic yard recycling container at specified park locations.

• Service frequency and dumpster quantities vary significantly between the Performing Season (Mid-May to Mid-September) and the Non-Performing Season (Mid-September to Mid-May).

• During the Performing Season: Service twelve 6-cubic yard dumpsters approximately 40 times each, plus one 8-cubic yard recycling container 22 times. Six dumpsters will be removed at the end of this season.

• During the Non-Performing Season: Service four 6-cubic yard dumpsters 16 times each, plus one 8-cubic yard recycling container 15 times.

• Provide one 30-CY construction debris dumpster on an as-requested, on-call basis.

• Contractor is responsible for all travel and shall adhere to GSA per diem rates and travel rules.

• Service frequency and dumpster placement as detailed in Section 5.0.

• The Contracting Officer's Representative (COR) will provide specific schedules and notify the contractor at least two weeks in advance of season changes or additional service needs.

• Services are required year-round, with distinct schedules for the Performing and Non-Performing seasons.

• Locations include West Parking Lot, Lot 1, Filene Center loading dock, and Maintenance Yard.

• Dumpsters are 6 cubic yards, top-loading, with polyethylene lids (except for the construction debris dumpster).

• Service during the Performing Season may include Federal Holidays and weekends.

• Service during the Non-Performing Season will not include Federal Holidays or weekends.

• The National Park Service reserves the right to order additional pulls as needed with two weeks' advance notice.
