The award will be based on a best value tradeoff process (FAR 15.101-1), with evaluation factors in descending order of importance: Technical Approach, Management/Staffing/Security Compliance, Past Performance, and Price. Non-price factors are significantly more important than price. The Government intends to award without discussions, but reserves the right to conduct them if necessary.
