Solicitation / RFP / RFQ

This Request for Quotations (RFQ) seeks janitorial services for the New Consulate Compound (NCC) in Casablanca. The anticipated period of performance is a twelve-month base period with one optional one-year period. Only legally registered Moroccan companies with full legal standing in Morocco are eligible to compete. International or foreign-registered firms are not eligible.

• Janitorial services for all designated indoor and outdoor spaces.

• Furnishing of all managerial, administrative, and direct labor personnel.

• Provision of all custodial equipment, materials, supplies, and clothing.

• Adherence to detailed daily, periodic, monthly, quarterly, semi-annual, and annual cleaning requirements as outlined in Section C.

• Provision of temporary/additional services as ordered by the COR on an as-needed basis.

• Contract type: Firm-Fixed-Price.

• Period of Performance: 12-month base period with one (1) one-year option.

• Award will be made to the responsible offeror whose proposal represents the best value, using a tradeoff process.

• Proposals are due by January 27, 2026, at 14:00 (local time).

• Proposals must be submitted electronically in English to CasablancaProc@state.gov in Adobe Acrobat (PDF) format.

• File size must not exceed 30 MB per email; multiple emails are permitted if necessary.

• Evaluation factors (descending order of importance): Technical Approach, Management/Staffing/Security Compliance, Past Performance, and Price. Non-price factors are significantly more important than price.

• A pre-quotation conference will be held on January 23, 2026, at 09:30 a.m. local time. RSVP by January 20, 2026.

• Only legally registered Moroccan companies are eligible.

• No subcontracting or co-venturing is allowed.

• Offerors must be registered in the System for Award Management (SAM).

• Required documents for submission include SF-1449, Section B (Pricing), Section K (Representations and Certifications), and additional information as required in Section L.
