Submission & Evaluation

The award will be made to the responsible offeror whose proposal represents the best value, using a tradeoff process. Evaluation factors, in descending order of importance, are: Technical Approach, Management/Staffing/Security Compliance, Past Performance, and Price. Non-price factors are significantly more important than price. Offerors must be registered in the System for Award Management (SAM). Required documents include SF-1449, Section B (Pricing), and Section K (Representations and Certifications). A pre-quotation conference was scheduled for January 23, 2026.
