Eligibility / Set-Aside

Submission & Evaluation
Proposals must be submitted electronically to CasablancaProc@state.gov in Adobe Acrobat (PDF) format. The total submission size must not exceed 30 MB per email. Proposals must be in English, and incomplete submissions will not be accepted.
Award will be made to the responsible offeror whose proposal represents the best value to the Government, utilizing a tradeoff process in accordance with FAR 15.101-1. Evaluation will consider technical acceptability (pass/fail) and best value price. The Government intends to award based on initial proposals without discussions, though discussions may be conducted if necessary.
Mandatory Pre-Proposal Conference: A site visit will be held on February 20, 2026, at 09:30 a.m. (local Moroccan time) at the new U.S. Consulate General site. Prospective offerors must contact CasablancaProc@state.gov by February 18, 2026, at 12:00 noon to register participants. Failure to attend and sign the official attendance sheet will render a proposal non-responsive.
