This solicitation (RFP S26-123) is for the evaluation, selection, configuration, and initial implementation of a Laboratory Information Management System (LIMS) to support the NIH Standardized Organoid Modeling (SOM) Initiative. The goal is to procure a modern, extensible, and scalable LIMS platform that enables standardization and advancement of organoid-based research, supporting key SOM framework pillars including protocol development, AI/ML optimization, high-throughput pipelines, biological heterogeneity, and regulatory submission validation.

• The LIMS must support standardized protocol execution, high-throughput experimental workflows, and comprehensive biological sample tracking with metadata.

• It must enable programmatic data access via APIs for integration into downstream AI/ML pipelines.

• Key functional areas include: Al-Driven Analytics and Insights, Array and Plate Management, Electronic Lab Notebook (ELN) Functionality, Instrument Management and Integration, Reagent Tracking and Management, Reporting and Data Visualization, Sample Management, Storage and Inventory Management, System Configuration/Security/Compliance, System Integration and Interoperability, User Experience and Usability Design, and Workflow Configuration and Management.

• Detailed "must-have" requirements are provided in Attachment 1 (Statement of Work) and further elaborated in Attachment 3 (LIMS Requirements Response Matrix).

• Deliverables include a Project Management Plan (PMP) and monthly status reports.

• The resulting subcontract will be a Commercial Subcontract under FAR Part 12.

• Anticipated contract type is Firm-Fixed-Price, with potential for Time and Materials work.

• The size standard is $34,000,000.

• Offers must be clearly identified with Solicitation/RFP Number S26-123.

• The offer submission must include Volume 1 (RFP Document), Volume 2 (Technical Proposal), and Volume 3 (Price/Cost Proposal).

• Technical Proposals should not include cost or pricing information.

• Evaluation will be based on Technical Approach (20%), Architecture and Integration (30%), Compliance and Security (10%), Experience and Stability (15%), Project Plan and Work Breakdown Structure (15%), and Cost (or Price) Reasonableness (10%).

• Offerors must be registered with the System for Award Management (SAM).

• Small business subcontracting opportunities are a commitment of Leidos Biomed.

This is a Special Notice for informational purposes only, publicizing requirements for the Frederick National Laboratory for Cancer Research (FNLCR) in support of the National Institutes of Health (NIH) National Cancer Institute (NCI) Standardized Organoid Modeling (SOM) Initiative. It is not a formal Invitation for Bid (IFB), Request for Proposal (RFP), or Request for Quotation (RFQ).

The effort involves the evaluation, selection, configuration, and initial implementation of a Laboratory Information Management System (LIMS). The selected subcontractor will deliver a scalable, extensible platform to support integrated laboratory workflows, including:

• Protocol development

• Assay management

• Automation integration

• AI/ML-enabled analytics

• System architecture design

• Configuration of core data models

• Integration with laboratory instrumentation

• Implementation of secure, compliant data management practices The LIMS must support standardized protocol execution, high-throughput experimental workflows, and comprehensive biological sample tracking with metadata. It should enable programmatic data access via well-defined APIs for seamless integration into downstream AI/ML pipelines.

• The FNLCR is a Government-Owned Contractor-Operated Federally Funded Research and Development Center (FFRDC).

• Leidos Biomedical Research, Inc. operates the FNLCR under Prime Contract No. 75N91019D00024 & HHSN2612015000031.
